Arctic Monitoring and Assessment Programme (Amap) og internasjonale miljøavtaler for å redusere global forurensning
Soft institutions in Arctic governance—who does what
The linkages between the Arctic and the rest of the world have become more profound and the region is increasingly attracting attention, also from non-Arctic state actors. Parallel to this development, the discussion about the future Arctic is taking place in various arenas, forums and among an increasing number of actors with interest in the region. At a time of high tension in international relations, and an increased likelihood of spill-over t…
Improving the work of the Arctic Council
The Arctic Contaminants Action Programme (ACAP), originally intended to follow up the work of AMAP (the Arctic Monitoring and Assessment Programme) on identifying the sources of pollution, became an official working group under the Arctic Council in 2006. ACAP has focussed on pollution from Russian sources, the main objective being to accelerate the reduction of national emissions of various environmental pollutants and climate forcers. Basically…

Arctic Governance: Volume 1
The Polar North is known to be home to large gas and oil reserves and its positionholds significant trading and military advantages, yet the maritime boundaries of the region remain ill-defined. In the twenty-first century the Arctic is undergoing profound change. As the sea ice melts, a result of accelerating climate change, global governance has become vital.
The Use of Arctic Science
The Use of Arctic Science: POPs, the Stockholm Convention and Norway The focus in this article is on how scientific knowledge on POPs in the Arctic has been used in international regulations, and can be used today. More specifically, I explore Norway’s active (and successful) nominations over the past decade of new POPs to the Stockholm Convention, nominations that need a scientific knowledge basis, and where Arctic scientific knowledge has been …
The Arctic Council and the Search and Rescue Agreement
On 12 May 2011 at the seventh ministerial meeting, the member states of the Arctic Council (AC) signed the Arctic SAR agreement, the first legally binding agreement negotiated under the auspices of the AC. Its objective is to strengthen search and rescue cooperation and coordination in the Arctic. The purpose of this article is to explore why an agreement on search and rescue under the auspices of the AC has been negotiated; what its key features…
The Political Architecture of Security in the Arctic – the Case of Norway
With receding sea ice, a new reality is taking hold in the Arctic. The purpose of this article is to explore Norway’s defense and security challenges in the region in light of this development. We argue for a broader analysis of the parameters of security policy. Although the article makes analytical distinction between security at the regional, national, and international level, these various categories do not exist in isolation but are used her…

The politics of security and international law in Norway's Arctic waters
Security policy challenges in the high north should be approached both as an insight into the international legal framework on which co-existence in the region rests and as a sober realpolitik analysis. Against this background, the objective of this article is to paint a more balanced picture of security policy options in Norway's Arctic waters, rather than observing contemporary general discourse on the topic might suggest. Management of marine …

The Ambivalent Ally
NATO's future has long been in question, with the core of the debate revolving around America and other great powers. This article finds comparable tensions among smaller members. Examining the case of Norway, it argues that since the end of the Cold War, Norway has lacked a clear mandate for its role in NATO, and as such should be considered an ambivalent ally. This ambivalence is seen when Norway reluctantly follows through on NATO policy. NATO…

Gender Identity and the Subject of Security
This article is a contribution to the ongoing debate on human security in Security Dialogue; the authors argue that they provide an illustration of the complexity and dynamism of security. To illustrate this point, the authors examine security through the notion of societal security as understood by Ole Wæver, and use identity as a ‘door’ to a broader understanding and use of the concept of security. The focus of the article is gender identity as…
