Japan's Withdrawal from International Whaling Regulation
"This book examines the impact and implications of Japan's withdrawal from the International Convention for the Regulation of Whaling (ICRW), which came into effect in July 2019. In 1982 the International Whaling Commission (IWC) adopted a moratorium on commercial whaling which has been in effect ever since, despite the resistance of some countries, first and foremost Japan, Norway and Iceland, that engage in commercial whaling. As one of the key…

Arctic Triumph
This book approaches the challenges the Arctic has faced and is facing through a lens of opportunity. Through pinpointed examples from and dealing with the Circumpolar North, the Arctic is depicted as a region where people and peoples have managed to endure despite significant challenges at hand. This book treats the 'Arctic of disasters' as an innovated narrative and asks how the 'disaster pieces' of Arctic discourse interact with the ability of…
The rage of the Northmen’
The Vikings have for generations yielded significant output in different cultural venues. Also the music scene has utilised perceptions of the North and the Northmen to generate a stereotypical image of medieval Scandinavian society. Extreme metal, most notably black and Viking metal, have applied narratives pertaining to the Viking Age for its own purposes. This paper examines one particular aspect of the black and Viking metal music scene: viol…
The Legal Question of Morality
The commercial seal hunt has faced significant opposition through campaigns and public opinion. Based on this opposition, the European Union (EU) adopted a regime in 2009, effectively shutting down the EU market for commercial seal products. This ban appears to be based on a European moral standard relating to the welfare of animals, and the EU has successfully defended this claim under the Dispute Settlement Process of the World Trade Organizati…
Early sealing regimes
Environmental management had its early stages in the early years of the 20th century. This note contrasts the different regimes that emerged with regard to the management of seals and the seal hunt: the well-researched Bering Sea regime and the little known regimes between Finland and the Soviet Union. While the former shaped and already embedded principles of modern environmental law and has the seal population as its primary focus, the latter a…
Black and Viking metal
For centuries the Arctic has served as a stage of imagination and has inspired countless artists in different ways. Also the music genre of heavy metal frequently utilises the ‘north’ and the Arctic. This paper briefly explores how two heavy metal subgenres, black metal and Viking metal, approach and utilise narratives associated with the ‘north’. By using lyrics of black and Viking metal bands, different forms of utilisation come to the fore, ra…
The goals of the EU seal products trade regulation
When policies are adopted, it seems reasonable to assume that they address a certain issue and provide means to mitigate specific problems. This seems the case with the EU's regime on trade in seal products, but it becomes evident that the goal formulation in this case is blurry and unclear. Taking animal welfare, the so-called ‘Inuit exemption’, and internal market harmonisation into account, this article examines the goals of the seal products …
Morality, Practice, and Economy in a Commercial Sealing Community
In small social groups dependent on specific resources, it is difficult to separate actions, moral understandings, and the resource itself. It is the response to the affordances of a given environment that shapes the moral framework of social interaction. Therefore, changes in the market sphere also impact the conscious and unconscious actions relating to the affordances of the environment, as well as a community’s socioeconomic values. It is arg…
The Reflection of Multilateral Environmental Agreements (MEAs) in the Barents Environmental Cooperation
The Barents Euro-Arctic Region (BEAR) which was founded in 1993 is a dual-layered forum of cooperation between governments and regions in the Barents Region. It is based on the legally non-binding Kirkenes Declaration, whose overarching aim is to promote sustainable development in the region. To this end, the protection of the environment is to be included in all its activities. This article analyzes the inclusion of the concept of sustainable de…
The present and future competence of the European Union in the Arctic
The European Union's (EU's) intention of becoming a permanent observer in the Arctic Council and the reluctance of Arctic actors to grant it that status have made the union's aspirations in the Arctic the subject of a continuing debate. The discussion appears to be dominated by geographical considerations and the EU's gradually emerging Arctic policy. This article puts forward a different view of the EU's presence in the region, one drawing on an…
