  • Developing and implementing national health identifiers in resource limited countries

    Open Access•E J Beck, J Mark Shields et al.•ARTICLE•Global Health Action•2018

Many resource-limited countries are scaling up health services and health-information systems (HISs). The HIV Cascade framework aims to link treatment services and programs to improve outcomes and impact. It has been adapted to HIV prevention services, other infectious and non-communicable diseases, and programs for specific populations. Where successful, it links the use of health services by individuals across different disease categories, time…

  • Monitoring HIV Treatment and the Health Sector Cascade

    Open Access•Daniel Low‐Beer, Michel Beusenberg et al.•ARTICLE•AIDS and Behavior•2017

Although not originally part of the MDGs, HIV treatment has been at the center of global HIV reporting since 2003, marked by achievement of the target of 15 million people receiving treatment before 2015 and 18.2 million (16.1-19.0 million) by mid 2016. Monitoring of treatment has been strengthened with harmonized partner reporting and accountability with regular, annual reports. Beyond treatment numbers, increasingly measures of treatment adhere…

  • Population-Level HIV Declines and Behavioral Risk Avoidance in Uganda

Open Access•Rand Stoneburner, Rand L Stoneburner et al.•ARTICLE•Science•2004

Uganda provides the clearest example that human immunodeficiency virus (HIV) is preventable if populations are mobilized to avoid risk. Despite limited resources, Uganda has shown a 70% decline in HIV prevalence since the early 1990s, linked to a 60% reduction in casual sex. The response in Uganda appears to be distinctively associated with communication about acquired immunodeficiency syndrome (AIDS) through social networks. Despite substantial …

  • Aids communications through social networks

Daniel Low‐Beer, Rand Stoneburner•ARTICLE•African Journal of AIDS Research•2004

There are distinctive patterns for communicating through social networks about AIDS and people with AIDS in Uganda. They appear to work directly at population level rather than in response to clinical interventions and testing and may be important in the uptake of the latter services. This communication response provides an important basis for HIV prevention if it is to be scaled to the population level. Vertical prevention (and even treatment) i…

  • Behaviour and communication change in reducing HIV

Daniel Low‐Beer, Rand Stoneburner•ARTICLE•African Journal of AIDS Research•2003

The clearest example of declines in HIV prevalence and changes in sexual behaviour comes from Uganda. Are there lessons to learn for other countries or is Uganda unique? In this paper, we assess the epidemiological and behavioural data on Uganda comparatively to other African countries and then analyse data from other populations where HIV has declined. In Uganda, HIV prevalence declined from 21% to 9.8% from 1991-1998, there was a reduction in n…
