The development of large public infrastructure projects
Project management theory often reduces development to a simplistic and smooth process of consultation leading to a consensual set of requirements. However, in large public infrastructure projects, this is rarely the case as development is often subject to major power struggles. This article shows that public policy theory has an excellent potential to shed a fresh light on project development. An integrated model combining the theoretical insigh…
Recent research on public procurement
This article presents a descriptive review of public procurement research conducted between 2010 and 2018 based on the coding of a sample of 743 relevant articles. We use the results to build a case for making public procurement a subfield of public administration research. We first present a systematic framework for studying public procurement that lays the ground for the coding strategy. Second, we outline the scope and method of the research, …
Critical Management Studies and public administration
In this article we present the schools of thought comprising Critical Management Studies (CMS), explore their implications for public administration, and provide an alternate definition of democratic governance. We synthesize and describe the “modern stream,” inspired by the Frankfurt School, and the “postmodern stream,” associated with poststructuralist authors. Despite significant epistemological and ontological differences, these perspectives …
A Critique of Public-Private Partnerships in Quebec
The recent shift to public-private partnerships (PPPs) in Quebec has adversely affected the democratic governance of infrastructure projects and lessened the degree of political control over them. For academicians, discussion of this trend offers an introduction to the field of critical management studies and provides an innovative application of its theories to a real-world issue. For practitioners, it points out a major pitfall of PPPs—that the…
