Mandated Return-to-Office Policies and Federal Employee Well-Being
This study investigates how U.S. federal employees responded to the January 2025 return-to-office (RTO) mandate, which abruptly ended widespread telework arrangements across executive branch agencies. Using qualitative data from three federal workforce surveys conducted between 2024 and 2025, this research examines employee perspectives on the transition back to in-person work. The analysis reveals that the RTO order disrupted established routine…
A family tree with global branches
CQ is considered a capability associated with expatriates’ functioning in new intercultural environments, shaped by individual experiences and social norms. This study explores how childhood family values are related to expatriates’ CQ, emphasizing the interplay between early socialization, contextual differences, and workplace environments. Canadians' Gentle Shift of Opinions on Privacy
Privacy is seldom regarded as a public value or subjected to empirical analysis in public administration. This study parsed 35 empirical research studies on privacy—encompassing more than 47 000 respondents—which were retrieved from Canada's Public Opinion Research Archives between 2007 and 2024. These government‐sponsored studies were analyzed by the types of encounters, theoretical relationships, and citizen public value assessment. For Canadia…
Exploring the effects of international experiences on cultural intelligence
This study aims to assess the effects of pre‐adult international experiences on expatriate workers' cultural intelligence (CQ). Two data sources were used to achieve this goal; a quantitative survey administered online to expatriates ( n = 1713) and the culture database of Hofstede. The analyses identified six deep antecedents of CQ. This study contributes to the scientific literature on the antecedents of CQ by examining non‐work‐related interna…
Ethical leadership in a complex environment
Despite being the primary homeland of Quebec's Inuit people, Nunavik's health care is typically planned and provided by non‐Inuit newcomers. This retrospective case study investigates the effects of ethical leadership on the Westernized local Nunavik health care system's cultural sensitivity to its disproportionately Inuit populations. An integrative framework is developed that considers the dimensions of ethical leadership and the omnibus and di…

For about twenty years, Public Administration scholars have used the data from the Public Service Employee Survey (PSES) for their research. Two studies evaluated the uses of data, measurement models and internal validity of the U.S. government’s Federal Employee Viewpoint Survey (FEVS), and none on the use of PSES data. The article reviews studies that used Canadian PSES data to promote social science research and seeks to stimulate discussion o…
