Multidimensional Poverty Targeting
The importance of taking into account multidimensionality in poverty measurement has recently been emphasized. The poverty alleviation literature, however, has not yet addressed the important issue of policy design for efficient multidimensional poverty reduction. From a positive perspective, it is regularly observed that different poverty dimensions are often correlated and mutually reinforced, especially over time. From a normative perspective,…
The Evolution of Hourly Compensation in Canada between 1980 and 2010
We consider changes in the distribution of hourly compensation in Canada using confidential census data and the recent National Household Survey over the last three decades. We find that the coefficient of variation of wages among full-time workers has almost doubled between 1980 and 2010. The rapid growth of the 99.9th percentile is the main driver of that increase. Changes in the composition of the workforce explain less than one-third of the r…
Fighting Poverty
This paper analyzes the impact of a recent recommendation made by Quebec’s Comité consultatif de lutte contre la pauvreté et l’exclusion sociale to guarantee every individual an income equal to 80 percent of Statistics Canada’s Market Basket Measure (MBM). Workers with earnings at least equivalent to 16 hours at the minimum wage would be entitled to 100 percent of the MBM. We also investigate the impact of three alternative proposals: (a) a chang…
Testing for Restricted Stochastic Dominance
Asymptotic and bootstrap tests are studied for testing whether there is a relation of stochastic dominance between two distributions. These tests have a null hypothesis of nondominance, with the advantage that, if this null is rejected, then all that is left is dominance. This also leads us to define and focus on restricted stochastic dominance, the only empirically useful form of dominance relation that we can seek to infer in many settings. One…

An Analysis of Effective Marginal Tax Rates in Quebec
This article draws a portrait of effective marginal tax rates (EMTRs) on labour income in Quebec. It aims to improve the understanding of the impact of tax policy on the behaviour of economic agents. Using an accounting microsimulation model that reproduces the system of taxes and transfers in 2002 in Quebec, we measure the EMTRs that result from the interaction of the mechanisms of income taxation and redistribution. Moreover, we evaluate the di…

Robust Multidimensional Poverty Comparisons
We demonstrate how to make poverty comparisons using multidimensional indicators of well-being, showing in particular how to check whether the comparisons are robust to aggregation procedures and to the choice of multidimensional poverty lines. In contrast to earlier work, our methodology applies equally well to what can be defined as 'union', 'intersection' or 'intermediate' approaches to dealing with multidimensional indicators of well-being. T…

Statistical Inference for Stochastic Dominance and for the Measurement of Poverty and Inequality
We derive the asymptotic sampling distribution of various estimators frequently used to order distributions in terms of poverty, welfare, and inequality. This includes estimators of most of the poverty indices currently in use, as well as estimators of the curves used to infer stochastic dominance of any order. These curves can be used to determine whether poverty, inequality, or social welfare is greater in one distribution than in another for g…
Statistical Inference for Stochastic Dominance and for the Measurement of Poverty and Inequality
Estimating and Testing a Model of Welfare Participation
Evidence of incomplete participation in welfare programmes is often displayed. This paper analyses how such apparent failures to participate can be explained by the presence of random errors in assessing benefit eligibility, by income underreporting, by benefit misreporting, and by participation costs. We apply the model to the receipts of supplementary benefits in Britain. A bivariate extension of the use of generalized residuals in testing the …
