The Adequacy of Educational Cost Functions: Lessons From Texas
Adequacy studies based on cost functions have come under attack. A recent Texas court battle featured two cost function studies that reached markedly different conclusions about the additional funding needed to meet designated performance goals. Some critics see such disparities as indicators of a general futility in the whole education cost function enterprise. We argue that the more appropriate conclusion is that it is critically important to d…

Modeling Nonlinearity of Business Cycles: Choosing Between the CDR and STAR Models
Nonlinear modeling has become popular in applied macroeconomics. Successful attempts include Beaudry and Koop's CDR (current depth of the recession) model of real GNP, and various STAR (smooth transition autoregression) models of industrial production. However, these models have not been directly compared. We compare CDR and STAR models of U.S. real GNP and industrial production. We find (i) within sample, the CDR model fits slightly better than …
Repeated Games with Stochastic Discounting
This paper provides folk theorems for infinitely repeated games where the discount factor is stochastic. When discount factors are independently distributed and the current discount fac- tor is unobservable prior to current actions, standard trigger strategies support a 'full' folk theorem when the infimum of the mean of the sequence of discount factors is sufficiently close to one. When players choose actions in each period after having observed…
On the Frequency of Large Stock Returns: Putting Booms and Busts into Perspective
Numerous articles have investigated the distribution of share prices, and find that the returns are fat tailed. Nevertheless, there is still controversy about the amount of probability mass in the tails, and hence about the most appropriate distribution to use in modeling returns. This controversy has proven hard to resolve, as the alternatives are non-nested. We employ extreme value theory, focusing exclusively on the larger observations in orde…
Differential Information and the Role for Active Stabilization Policy: A Comment
In a recent paper, T. M. Anderson analyzes a New Classical model in which demanders and suppliers are differentially informed. He claims that a particular feedback monetary policy, but not a private indexation rule, is able to perfectly stablize the economy. The authors show that Anderson's private indexation rule is also able to perfectly stabilize the economy. Copyright 1991 by The London School of Economics and Political Science
