  • An Evaluation of the Working Income Tax Benefit

    William Scarth, Lei Tang•ARTICLE•Canadian Public Policy•2008•Referências: 1

The federal government has implemented an earned income tax credit what it has called the Working Income Tax Benefit in the 2007 Budget. Edmund Phelps argued that the earned income tax credit in the United States should be replaced with an employment subsidy. This paper assesses the importance of Phelps's concern, and related issues, for Canada. This debate is important for two reasons: the plight of those blocked by the “welfare wall” is dire, a…

  • Federal Debt Reduction

    William B P Robson, William Scarth et al.•ARTICLE•Canadian Public Policy•1998•Referências: 1

The federal government's reluctance to set out a strategy for long-term debt reduction likely arises from disagreements about how rapidly to reduce debt, how rigidly to translate the long-term debt reduction path into annual fiscal targets, and how to balance new spending and tax cuts. We try to narrow the uncertainties around these choices with Monte Carlo simulation using a model of the Canadian economy that explicitly incorporates uncertainty …

  • Stabilization Policy Within a Currency Area

    Open Access•Thomas Moutos, William Scarth•ARTICLE•Scottish Journal of Political…•1988•Referências: 1

Beggar-my-neighbor policy problems for EEC countries are examined by considering a two-country currency area model involving real wage rigidity and a floating exchange rate with the rest of the world. Recognition of the supply-side effects of the exchange rate significantly changes earlier results. Copyright 1988 by Scottish Economic Society

  • Unemployment, Inflation and Deficits

    William Scarth•ARTICLE•Canadian Public Policy•1987

The dilemma of unemployment and inflation, and the size of the budget deficit, are among the most pressing economic and political issues. The purpose of this essay is to review the four background studies of the MacDonald Commission (Volumes 20, 21, 24 and 25 (see bibliography)) on these important topics. The paper is divided into five remaining sections. In section II, several policies which have been proposed as measures that might reduce the c…

  • Macroeconomic Implications of Adjustment Costs

Roy E Bailey, William Scarth et al.•ARTICLE•Economica•1983

Standard macroeconomics involves a basic inconsistency, since the production function for consumption goods is defined in two ways. In general, this function is G (N, K, I), where the inputs are labour, N, capital, K, and investment, I, respectively. The properties of this function that are always assumed are: GN, GK > 0 and GNN, GKK, GI < 0. The inconsistency stems from analysts making two different assumptions concerning GI,. When macroeconomis…

Roy E Bailey, William Scarth et al.•ARTICLE•Economica•1980

approach to be consistent with present value maximization, a production function homogeneous of degree one in labour, capital and investment (such as that assumed by Lucas, 1967) is required. However, if the relationship between the capital stock and the market value of the firm is ignored and investment is related directly to the gap between capital's marginal product and its rental cost (which requires the assumption of static expectations), th…

  • The Elasticity of Substitution and the Shape of the Transformation Curve

William Scarth, William M Scarth et al.•ARTICLE•Economica•1973

The purpose of this paper is to determine, for a country producing two goods with two factors, how the shape of the transformation curve depends on the elasticities of substitution in production in the two industries. Harry Johnson' has examined the shape of the transformation curve and has concluded that it is much less bowed out than is traditionally drawn. James Melvin2 notes that there are two influences on the shape of the curve, the factor …
