To Rebate or Not to Rebate
We compare the welfare effects in equilibrium of two environmental regulations that aim at increasing the new cars fleet's average fuel efficiency: the fuel economy standards and the feebate policies. Maintaining the same environmental benefit and tax revenue, we simulate each policy in France and the US. Standard‐type policies have larger negative welfare effects, up to 1.7 times those from the feebate. Effects on manufacturers are heterogeneous…
Gasoline Prices and Fuel Economy of New Vehicles in Quebec
We evaluate the short-run impact of gasoline prices on new vehicles registrations by fuel economy between 2002 and 2008 in the province of Quebec. We find that a gasoline price increase stimulates registration of new vehicles with a fuel consumption rate below 8.65L/100km (27.2 MPG) while it lowers those of vehicles above that limit. While the impact is modest for most vehicles, large gasoline price fluctuations lead to noticeable changes in the …
Intermittency and the Value of Renewable Energy
A key problem with renewable energy is intermittency. This paper develops a method to quantify the social costs of large-scale renewable energy generation. The method is based on a theoretical model of electricity system operations that allows for endogenous choices of generation capacity investment, reserve operations, and demandside management. We estimate the model using generator characteristics, solar output, electricity demand, and weather …
