A practical approach to overcoming biases in comparing student performance in higher education
In times of rankings and performance benchmarks, data on average marks of higher education students are very common internationally and are often used as quality indicators in practice. We discuss the principles behind the distribution of average marks of students. These principles need to be taken into account when calculating the percentile of (the average mark of) a student. An informative percentile is obtained only if the average mark is com…
The Covid‐19 containment effects of public health measures
The paper studies the containment effects of public health measures to curb the spread of Covid‐19 during the first wave of the pandemic in spring 2020 in Germany. To identify the effects of six compound sets of public health measures, we employ a spatial difference‐in‐differences approach. We find that contact restrictions, mandatory wearing of face masks and closure of schools substantially contributed to flattening the infection curve. The sig…
Pareto-Improving Unemployment Policies
We investigate how continental European unemployment can be reduced without reducing unemployment benefits and without reducing the net income of low-wage earners. Lower unemployment replacement rates reduce unemployment, the net wage, and unemployment benefits. A lower tax on labor increases net wages and unemployment benefits. Combining these two policies allows one to reduce unemployment without reducing the net income of workers or of the une…

A Model of Creative Destruction with Undiversifiable Risk and Optimising Households
This paper studies optimal household behaviour in a model of creative destruction. The saving technology is characterised by stochastic returns that follow a Poisson process. It is shown that equilibrium conditions with optimising households differ substantially from equilibrium conditions where investment in R&D is determined by firms. Three out of four market failures disappear and a new market failure resulting from a complementarity in financ…
