Trade policy in Indonesia and Thailand
This paper provides an analytical survey of trade policy in Indonesia and Thailand, in the context of the key findings of the WTO’s 2020 Trade Policy Reviews. These are historically dynamic economies that are integrated within the outward‐looking ASEAN protocols and the China‐centred East Asian trade and investment networks. Over the past decade, there have been no major changes in the two countries’ trade and commercial policy settings, with Tha…
Regional Integration in Asia and the Pacific, and Dealing with Short and Long Term Challenges
“Southeast Asian Affairs, first published in 1974, continues today to be required reading for not only scholars but the general public interested in in-depth analysis of critical cultural, economic and political issues in Southeast Asia. In this annual review of the region, renowned academics provide comprehensive and stimulating commentary that furthers understanding of not only the region’s dynamism but also of its tensions and conflicts. From Spaghetti Bowl to Jigsaw Puzzle? Fixing the Mess in Regional and Global Trade
The rise of mega‐regionals such as the R egional C omprehensive E conomic P artnership ( RCEP ) and the T rans‐ P acific P artnership ( TPP ) suggests that the world trade system is fragmenting and appears more like a jigsaw puzzle than a spaghetti bowl. There are both regional and global jigsaw puzzles to be solved—in that order—to clean up the world trade system. But is this even likely? The difficulties of free trade agreement ( FTA A) consoli…

Growth without private investment
Private investment in Malaysia has never fully recovered from the impact of the Asian Financial Crisis (AFC). Both domestic and foreign investment have remained lackluster post-AFC; while foreigners continue to shun Malaysia, it seems even domestic investors are fleeing as well, with Malaysia having become a net exporter of capital since 2005. Malaysia continues to grow but, without private investment, it is unlikely to break out of the middle-in…
Dealing with multiple currencies
There is a spectrum of policy options available in dealing with dollarization in the transitional economies of Southeast Asia. These range from official dollarization at one end and enforced de-dollarization at the other. In between lie: currency board arrangements (CBAs), single currency options; and the muddling through approach. Both official dollarization and CBAs are not viable options for these countries. Official dollarization is political…
Transitional economies in free trade areas
Lao People's Democratic Republic (PDR) is a transitional economy, and one of the few least developed economies in the Southeast Asian region. Lao became a member of ASEAN in July 1997, and will participate in the ASEAN Free Trade Area (AFTA) from 1 January 1998. In this paper, we examine the impact that membership of AFTA is likely to have on Lao's trade, government revenue and foreign investment flows. We find that: (i) trade diversion is likely…
The Degree and Determinants of Exchange Rate Pass-Through
This study investigates the exchange rate pass-through (PT) for Australian imports of manufactures. PT elasticities are estimated for total manufactures and 40 product categories by applying an econometric procedure which avoids the pit-falls in previous studies to a carefully assembled data set. The determinants of PT are analysed by relating the PT elasticities to variables representing foreign control, non-tariff barriers (NTBs), product chara…
Pricing to Market Behaviour and Exchange Rate Pass-Through in Japanese Exports
This paper examines the relationship between exchange rate changes and Japanese export pricing behaviour employing a methodology which permits the separate measurement of pricing to market behaviour and the cost impact of exchange rate changes. The results suggest that incomplete pass-through of exchange rate changes is a pervasive phenomenon, but rejects the widely held view that Japanese export firms have relied more heavily on pricing to marke…
