  • An International Plan for Sustainable Development

Open Access•Alexandre Fabre, Rabah Arezki et al.•PREPRINT•SSRN Electronic Journal•2026

International cooperation on climate and taxation remains inadequate to deliver decarbonization, reduce poverty, and finance sustainable development at the required scale. We propose a Sustainable Union among willing countries, combining carbon pricing, new taxes on wealth, polluting fuels, financial transactions, and corporate income, with international revenue-sharing and conditional cooperation mechanisms. Most revenues would remain with parti…

  • Natural Resource Dependence and Monopolized Imports

Rabah Arezki, Ana Fernandes et al.•ARTICLE•The Review of Economics and…•2025

Countries with greater commodity export intensity have more concentrated markets for imported goods. Import market concentration is associated with higher domestic prices, suggesting that markups due to greater concentration outweigh any potential cost efficiency. Tariffs, non-tariff measures, and tariff evasion are mechanisms that concentrate import markets. These results suggest a novel channel for the resource curse stemming from the monopoliz…

Rabah Arezki, Simeon Djankov et al.•BOOK•2020

This paper explores the dynamics of \n media chatter about economic reforms using text analysis \n from about a billion newspaper articles in 28 languages. The \n paper shows that the intensity of reform chatter increases \n during economic downturns. This increase is more significant \n in democracies. Using instrumental variable techniques, the \n analysis finds the relationship to be causal. The paper also \n documents that reform chatter is f…

  • Developing public-private partnership initiatives in the Middle East and North Africa: From public debt to maximizing finance for development

    Open Access•Rabah Arezki•ARTICLE•Journal of Infrastructure Policy…•2020

This paper argues for a novel approach to financing infrastructure needs in Arab countries. It first describes the context of rising public debt in the region, contrasting it with the vast infrastructure needs. It then discusses the challenges in meeting these needs with traditional financing. The paper then makes the case for maximizing finance for development by using public-private partnerships and presents a few successful examples in Arab co…

  • What Drives the Global “Land Rush”

Rabah Arezki, Klaus Deininger et al.•ARTICLE•The World Bank Economic Review•2013

We review evidence regarding the size and evolution of the "land rush" in the wake of the 2007–8 boom in agricultural commodity prices, and we study the determinants of foreign land acquisition for large-scale agricultural investment. The use of data on bilateral investment relationships to estimate gravity models of transnational land-intensive investments confirms the central role of agro-ecological potential as a pull factor. However, this fin…

We examine the effects that windfalls from international commodity price booms have on external debt in a panel of 93 countries during the period 1970–2007. Our main finding is that increases in the international prices of exported commodity goods lead to a significant reduction\nin the level of external debt in democracies but to no significant reduction in the level of external debt in autocracies. To explain this finding, we show that in autoc…
