Does a Spoonful of Sugar Levy Help the Calories Go Down? An Analysis of the UK Soft Drinks Industry Levy
This study evaluates the effects of the 2018 UK Soft Drinks Industry Levy. We combine novel electronic point-of-sale data with longitudinal nutritional information and a variety of event-study specifications. All but a few global soft drink brands reduced sugar content and hence avoided the tiered levy. For brands that maintained their recipes, the levy was on average overshifted, resulting in substantial retail price increases and reductions in …
Does the provision of universal free school meals improve school attendance
We examine the effects of universal free school meal (UFSM) policies on school attendance and health-related absences. We leverage UFSM implementation in Scotland where all pupils in the first three grades of primary schools became automatically entitled to claim free meals, regardless of their households’ financial circumstances. We estimate a difference-in-differences model with variation in school-level exposure to the policy and find that, in…
Rurality, socio‐economic disadvantage and educational mobility
Rurality is known to be associated with a number of weaker educational outcomes, from lower attainment through to lower social mobility. This is why so much policy and practitioner focus has been directed at addressing the rurality gap in educational outcomes. In this paper, we use pupil‐level data for Scotland to contribute to two dimensions of this problem. First, we explore the relationship between socio‐economic deprivation and educational mo…
Early Years Multi‐grade Classes and Pupil Attainment
We study the effect of exposure to older, more experienced, classroom peers resulting from the widespread use of multi‐grade classes in Scottish primary schools. For identification, we exploit that a class‐planning algorithm quasi‐randomly assigns groups of pupils to multi‐grade classes. We find that school‐starters benefit from exposure to second‐graders in measures of numeracy and literacy. We do not find any evidence that these gains are drive…
Jobs, Crime and Votes
Millions of refugees made their way to Europe between 2014 and 2015, with over one million arriving in Germany alone. Yet little is known about the impact of this inflow on labour markets, crime and voting behaviour. This paper uses administrative data on asylum seeker allocation and provides an evaluation of the short‐run consequences of the refugee inflow. Our identification strategy exploits the fact that a scramble for accommodation determine…
