Interpreting the Right to Interpretation under Article 6(3)(e) ECHR
This article explores how the European Court of Human Rights has interpreted the right to interpretation under Article 6(3)(e) ECHR—a topic which, despite its significance for the rule of law and access to justice, has received, to date, very limited scholarly attention. The key finding is that we are witnessing a ‘cautious evolution’: the Court has progressively—yet simultaneously cautiously—developed the standards and guarantees of this right, …
Judicial and Extra-Judicial Challenges in the EU Multi- and Cross-Level Administrative Framework
This Special Issue aims at interrogating the judicial and extra-judicial challenges that arise from the EU complex administrative framework, which can be characterized as both multi-level—arising from the vertical cooperation between EU and national authorities—and cross-level—arising from horizontal cooperation between national authorities themselves. It starts from the premise that there may be decisions affecting natural and legal persons whic…
The EU Queries
This Article represents the first comprehensive study of the EU query process, a form of flexible extra-judicial cooperation between the European Ombudsman and the national ombud offices on the interpretation and application of EU law across member states. The way this cooperation is constructed brings imminently to mind the preliminary reference procedure: A national office submits a query within the scope of EU law to the European Ombudsman who…
The European Ombudsman and Good Administration in the European Union
This book explores the work of the European Ombudsman and her or his contribution to holding the EU institutions, bodies, offices and agencies to account, through examination of complaints on maladmin
Living together in multi-ethnic cities
This paper explores the extent to which people of different origins, natives and migrants, come together in everyday life in Europe. Instead of looking at overall ‘perceptions’ and ‘stances’, which are context-dependent and mediated through political-ideological currents and discourses as well as broader patterns of prejudice, we focus on sustained close contacts that suggest meaningful and organic relationships. Since it is most often people of …
The Admissibility Criterion Under Article 35(3)(b) Echr
The purpose of this contribution is to provide a critical overview of issues of principle related to the ‘significant disadvantage’ admissibility criterion under 35(3)(b) ECHR, in light of the ongoing debate on the Court's reform. It argues that the admissibility criterion: undermines direct access to justice at the international level; affects the right of individual petition to the Strasbourg Court; constitutes a misunderstanding of the subsidi…
Communicating the European Ombudsman’s Mandate
The purpose of this paper is to explore the communication strategy of the European Ombudsman (EO), focusing on the evolution of the Annual Reports (ARs) of the office from 1995 to 2010. The EO was created to bridge the gap between citizens and the EU Institutions; therefore the EO office may be seen, inter alia, as a vehicle of European communication per se. The ARs are the Ombudsman’s main instrument of political pressure and an opportunity to c…
The mutually reinforcing relation between international migration of highly educated labour force and economic crisis
Although several studies aim at analysing the causes and impacts of the current economic crisis, especially involving the case of Greece, the role that highly educated population holds has not received wider attention. Based on an examination of both secondary data on the Greek economy/labour market and primary data collected by a survey that included 1821 graduates, this paper shows that underutilization of highly educated population harmed the …
Highly Skilled Migration
The migration of highly educated population (brain drain) poses extremely significant impacts on origin countries' development, especially in cases in which, owing to their economic and social structures, these countries cannot promote the efficient allocation of their professionals. At the same time, the decision of those migrants to return home or remain abroad is affected by several factors. This paper aims to analyse this phenomenon by using …
Local Delocalization across Borders
This paper analyzes local delocalization of Greek manufacturing firms, which have created a garment quasi-cluster, participating in Global Production Networks (GPNs) since the 1960s. The process of delocalization has led the shift of the cluster from Northern Greece to the north, since the mid-1990s, crossing the borders of the countries to currently include Southern Bulgaria, and parts of Southern Albania and Southern FYROM as well. This spatial…
