Rents Have Been Rising, Not Falling, in the Postwar Period
Until the end of 1977, the U.S. consumer price index (CPI) for rents tended to omit rent increases when units had a change of tenants or were vacant, biasing inflation estimates downward. Beginning in 1978, the Bureau of Labor Statistics (BLS) implemented a series of methodological changes that reduced this nonresponse bias, but substantial bias remained until 1985. This paper considers the effects of a changing dollar on aggregate state output, and for the agricultural, manufacturing and all other (aggregate state output less agricultural and manufacturing) sectors for the contiguous 48 US states during the period 1972-89. After controlling for productivity differentials between the US and its major trading partners, the findings indicate that in the long run, states have more to fear from slow productivity…
