Productive investment in Chile’s economic development
This article reviews the trend of investment in Chile and its relationship with economic growth since the 1973 coup d’état; and it documents how investment remains the main growth driver. Notwithstanding that fact, innovation helps to mitigate diminishing returns from natural resources, while technology-intensive investment, such as broadband infrastructure, helps to diversify the production matrix. The article shows how a persistent increase in …
Macroeconomics for development
Contrary to the belief that the region has found its way to an efficient macroeconomic policy, this paper argues that macroeconomic failures have been partly responsible for its disappointing economic and social performance in recent decades. Producers of gdp have had to cope with extremely unstable demand, exchange rates and access to financing, which have discouraged productivity and investment. Financial capital flows have been a determinant o…
L'économie chilienne depuis la crise globale
After reviewing the broad outline of the Chilean economic evolution during the military dictatorship (1973-1990) and the following four democratic governments (1990-2010), this article analyzes the contagion of the 2008-2009 crisis, its social and economic effects, the policy responses to it and their consequences. It emphasizes critically the financialization of Chilean economy, abandoning the road that had led to sustained growth and reduced i…
The global crisis, speculative capital and innovative financing for development
One of the characteristics of globalization has been the marked volatility of financial flows. The realization that this was affecting growth and equity induced the International Conference on Financing for Development, held in Monterrey in 2002, to adopt a global commitment to deal with the issue of development financing. Since then there has been a mixture of progress, backsliding and inaction. This article conducts a brief review of financial …
The impact of exports on growth in Chile
Dynamic export growth has been a distinctive feature of the Chilean economy over the last quarter of a century. This strong performance, however, has been accompanied by only modest average growth in GDP. Whilst export volumes rose by 10% a year between 1974 and 2001, GDP growth was only 4.3%. Furthermore, whereas export growth was steady, GDP fluctuated greatly, with several episodes of 8% to 10% growth but also deep recessions of 14% or 15%. He…

Economic Reforms in Chile
Chile, entre el Neoliberalismo y el Crecimiento con Equidad
During Pinochet's dictatorship deep reforms were implemented in Chile. Certainly, many of them constituted permanent achievements for development strategies in democracy. However, economic growth between 1973 and 1989 was mediocre (averaging only 2.9% annually) and income distribution deteriorated notably. This was related to the fact that the reforms suffered from various flaws that had severe repercussions on the growth of potential GDP and on …

Trade Liberalization and Growth
In recent years, many Latin American countries (LACs) have embarked upon trade liberalization drives. This article reviews the radical changes in trade policy which this has entailed, together with the current and foreseeable results, and offers some policy recommendations regarding complementary measures. The first sustained experience with trade liberalization in recent decades was in Chile, which launched a process in the 1970s that, by the end…
Debt Crisis and Development in Latin America
Trade liberalization in Latin America
A major shift has been observed in the development strategies of most of the Latin American countries in recent years. One sign of this change has been that the countries have increased the neutrality of their trade policy incentives in an effort to give greater priority to the market as a resource-allocation mechanism; it is also hoped that this will result in a more export-oriented production apparatus

Exports and industrialization in an orthodox model
Many developing countries have been applying export promotion policies during, the last fifteen years. Among them, mention may be made of Brazil, Colombia, Hong Kong, Israel, Mexico, Singapore, South Korea, Taiwan and Yugoslavia. The conditions, timing, mechanisms and effects differ from one case to another and cover a broad range of political and economic models. The variety displayed by the various kinds of past experience show above all that e…

Customs Unions and Latin American Integration
The potential gains from a customs union may be divided into two categories, those which improve the allocation of resources and those which lead to an increase in the quantity of available resources. The former are static, once‐for‐all gains, while the latter are cumulative gains. The static benefits can be represented as derived from changed price relationships along a fixed production frontier and as a movement to the frontier. The dynamic ben…
