The increasing role and the diversity forms of Commons for production and preservation of essential goods and services
The theme of the commons is meeting a growing interest in the economics and management literature as well as other disciplines such as sociology and philosophy (Dardot & Laval, 2014, for example). This interest can be explained by theoretical advances but also by the development of multifaceted practices that aim not only to initiate new forms of governance but also the deployment of activities making it possible to offer open and shared access t…
Citizen Advisory Committees in the Contingent Valuation Method Process
The contingent valuation method (CVM) is a tool of economic analysis the purpose of which is to measure, on the basis of individuals' stated preferences, the utility they attach to the production of public goods—thereby enabling a public decision maker to arbitrate between different items of expenditure. The approach has been deployed as part of a centralist conceptual scheme that leaves little room for citizens in the process and is now being ch…

The Rollout of the Multilevel Governance System
This article analyzes the impact of multilevel governance (characterized by the joint production of public goods by several government level types) on the use of the Contingent Valuation Method (CVM). We discuss several compelling reasons for adapting the CVM—which was conceived for a single‐level governance system—as a tool to assist public decision making where multiple levels of government are involved. We argue such adaptation of the CVM prom…

Public Enterprises and Production of Global Public Goods
Starting from an analysis of radical uncertainty about the magnitude of global warming and the deployment of technological innovations, the paper explores the potential of a direct intervention by public enterprises as a complement to market systems applied to combating the greenhouse effect. It specifies in which sectors and under what conditions public enterprises could be the instruments for developing new technologies to prevent global warmin…
Gouvernances Publiques Et Entreprises Publiques Dans Les Économies De Rente
Liberalization of European Telecommunications
This contribution intends to draw up an assessment of structural changes in the telecommunications sector impelled by the European policy of liberalization. Deep transformations with contrasted results have occurred. A strong differentiation in offer of services and a considerable fall in cost appears. After a strong growth, however, investment sharply decreased with the financial crisis. Employment has become a variable of adjustment for compani…
Opening up Public Services to Competition by Putting Them Out to Tender
This article examines the effects of systematizing tendering procedures when awarding public service concessions. The opening up of the water supply industry to competition is used by way of illustration. Results show that arguments in favour of systematization are not robust when focusing solely on the expected benefits of the liberalization process. The peculiarities of the contract relationship in the delegation of public services, the mobiliz…
