  • Divisions, Majority Rule and Political Culture in the Tudor and Early Stuart House of Commons

    Open Access•David Pennington, D C Pennington•ARTICLE•Parliamentary History•2026

Since the 1970s, revisionists have argued that the pre‐Civil War house of commons practised ‘consensual’ politics, a claim which has received powerful support from William Bulman's recent work. They have noted the relative infrequency of divisions and have claimed that those few divisions which did occur usually decided trivial matters. This article challenges this interpretation. It draws on procedural manuals, journals and diaries to analyse al…

  • Free Passage” for the “King's True Liegemen”

    Open Access•D C Pennington•ARTICLE•Journal of British Studies•2024•Cited by: 1•References: 4

Scholars of late have come to reevaluate and appreciate the achievements of merchant companies that fostered commercial networks and established new global trade routes. This research would seem to lend support to historians who have characterized early seventeenth-century calls for “free trade” as mere sloganeering driven by provincial merchants suspicious of the London-dominated corporations. • Taking It to the Streets

    David Pennington, D C Pennington et al.•ARTICLE•Sixteenth Century Journal•2008

Historians have long recognized the prominent role women played in vending food and fuel on the streets of early modern towns, but huckstering was a profitable part-time trade that attracted men as well as women. Indeed, there were probably more male than female hucksters operating in Southampton and other towns. While many scholars have been skeptical of the commercial opportunities open to street traders, hucksters, far from being under the thu…
