Introduction
Climate change poses a growing threat to poverty reduction in East and Southern Africa. Yet the level of welfare or wellbeing at which climate shocks can be resisted, or no longer have an impact on wellbeing status, is often underestimated. This article introduces a special issue of the IDS Bulletin, synthesising multi-country qualitative, quantitative, and mixed-methods evidence from these two regions. It shows that climate resilience is closely…

Learning outcomes amidst violent conflict and poverty in India
This paper investigates the relationship between violent conflict, poverty dynamics and learning outcomes in India. Generalized ordered logistic regressions indicate that Naxal violence is associated with lower outcomes in basic literacy and numeracy, though with variations by gender and poverty trajectory. Mixed methods data, involving panel analysis alongside in-depth interviews in conflict-affected areas, point to supply- and demand-side const…
Inclusive, sustainable economic transformation
This article presents a typology to capture varying degrees of inclusive, sustainable economic transformation in low- and middle-income countries. We perform a cluster analysis of these pillars – poverty and inequality, environmental sustainability, and economic transformation – proxied by a set of quantitative indicators with data pooled between 2000 and 2018. This is supported by descriptive analysis of correlations in change over time between …
A behavioural livelihoods approach to address psychosocial constraints to empowerment
Little is known about psychosocial or ‘internal’ behaviours that can perpetuate chronic poverty and how to alleviate them in development programmes. This paper presents a conceptual and evaluation framework examining the relationship between a person's psychosocial behaviours, empowerment and economic wellbeing. The framework shows empowerment is enabled or limited by internal behaviours – including one's identity, aspiration, hope and confidence…
The Relationship Between Psychosocial Interventions and Child Wellbeing in Zambia
Psychosocial factors contribute to persistence of poverty, but are rarely addressed in poverty reduction programs. We use mixed methods to investigate the relationship between a psychosocial behaviour change approach-empowered worldview (EWV), and investment decisions in children wellbeing among smallholder farmers in Zambia. Three years after exposure to EWV, logistic regression model results suggest that exposure to EWV was associated with an i…
A tale of triple disadvantages
This study focuses on the interaction between disability, chronic poverty and gender in rural Bangladesh, relying on analysis of the Chronic Poverty and Long Term Impact Study conducted between 1997 and 2010. A series of logistic regressions investigate the relationship between disabilities and chronic poverty among women with their employment, education, assistance and household coping strategies. The results indicate that primary schooling is l…
Livelihoods and Welfare Amidst Layered Crises in Afghanistan
Afghanistan experienced an extraordinary situation in 2021, marked by intensified conflict, the Covid-19 pandemic, and prolonged drought. This article reflects on the research method and approaches employed to investigate these overlapping crises, and the applications of this approach to assess the livelihoods impacts of the pandemic in the context of conflict and climate change in Afghanistan. It relies primarily on field qualitative data collec…
Climate shocks and poverty persistence
This study investigates key correlates of poverty persistence and the consequences and coping strategies of climate‐induced shocks and stressors in Niger, Tanzania, and Uganda. It relies on household panel data merged with data on subnational disasters across the three countries and employs multiple measures to capture disaster prevalence of droughts, floods, and epidemics, recorded variably at the household and subnational levels. Multivariate r…

Violent conflict and breastfeeding
The results are informative in the context of designing policy aimed at stabilizing the long-term health and productivity of populations in conflict areas. Infant formula provided with the objective of offering temporary relief creates risks, including reducing the probability and duration of breastfeeding. Attention to the supply of health care and to support systems for women, especially skilled breastfeeding support and targeted support to inf…
Child Discipline in Times of Conflict
Using a unique pairing of household survey data and geolocational conflict data, we investigate the relationship between conflict intensity and the disciplinary methods employed by Iraqi households. We find that parents in high-conflict areas are more likely to use moderate and severe corporal punishment and are less likely to use constructive parenting techniques like redirection. A corresponding difference-in-differences analysis confirms the n…
The Effect of Armed Conflict on Education
This study examines to what extent armed conflict affects education accumulation and enrolment rates, and whether this effect differs by gender. It uses the 2007 Iraq Household Socio-Economic Survey data in conjunction with data on civilian deaths recorded by the Iraq Body Count database. Conflict exposure is measured by the number of deaths as a percentage of the population and number of conflict incidents. Results are robust to different identi…
