Development of Episode-Based Cost Measures for the US Medicare Merit-based Incentive Payment System
The transition to value-based payment requires an accurate assessment of clinician effect on health care quality and cost. The use of episode-based cost measures to assess clinician influence on health care costs for high-priority conditions and procedures is an important step. The Centers for Medicare & Medicaid Services is introducing MIPS Value Pathways that will align episode-based cost measures with related quality measures to further incent…
How Effective Is the Minimum Wage at Supporting the Poor
This study investigates the antipoverty efficacy of minimum wage policies. Proponents of these policies contend that employment impacts are negligible and suggest that consumers pay for higher labor costs through imperceptible increases in goods prices. Adopting this empirical scenario, the analysis demonstrates that an increase in the national minimum wage produces a value-added tax effect on consumer prices that is more regressive than a typica…
Surveillance for Guillain–Barré Syndrome After Influenza Vaccination Among the Medicare Population, 2009–2010
Objectives. We implemented active surveillance for Guillain–Barré syndrome (GBS) following seasonal or H1N1 influenza vaccination among the Medicare population during the 2009-2010 influenza season. Methods. We used weekly Medicare claims data to monitor vaccinations and subsequent hospitalizations with principal diagnosis code for GBS within 42 days. Group sequential testing assessed whether the observed GBS rate exceeded a critical limit based …

Measuring the Influence of Unemployment Insurance on Unemployment Experiences
This article investigates the comprehensive effects of unemployment insurance (UI) policies on the amount of time and unemployment that individuals report between jobs. The econometric model jointly determines the effects of UI on the lengths of nonemployment spells, the classification of these spells as unemployment, and the likelihood of collecting program benefits. The model carefully attempts to isolate variation in UI benefits attributable t…

Testing between Competing Models of Wage and Employment Determination in Unionized Markets
Two models of wage and employment determination in unionized markets are routinely exposited. According to one, wage and employment outcomes are on the firm's labor demand curve; according to the other, wages and employment are on the partie' contract curve. This paper spells out an empirical procedure that discriminates between these two models and applies this procedure to the particular case of the newspaper industry and the International Typo…

An Empirical Model of Labor Supply in a Life-Cycle Setting
This paper formulates and estimates a structural intertemporal model of labor supply. Using theoretical characterizations derived from an economic model of lifetime behavior, a two-step empirical analysis yields estimates of intertemporal and uncompensated substitution effects which provide the information needed to predict the response of hours of work to life-cycle wage growth and shifts in the lifetime wage path
