  • Politics and Growth in Twentieth-Century Tampa

Lawrence H Larsen, Robert J Kerstein et al.•ARTICLE•The Journal of Southern History•2003

Robert Kerstein's history of politics and growth in Tampa covers the period from the coming of the railroads and cigar industry through the mid-1990s. Where most other studies of Sunbelt cities have found continuous development controlled by a commercial elite, Kerstein shows that Tampa's development was erratic and - more like that of its northern and midwestern counterparts - was characterized by violence and corruption. He employs a number of …

    Robert J Kerstein, Robert Kerstein•ARTICLE•Journal of Urban Affairs•1995•Cited by: 1•References: 16

Several scholars have argued that politics in Sunbelt cities in the decades around the turn of the century and after World War II clearly differed from the pattern of politics in Snowbelt cities. This paper evaluates the views of these authors, suggests that the themes presented about Sunbelt exceptionalism are overstated, and urges further research relying on the regime perspective

This article examines political regimes in Tampa and Hillsborough County during the post-World War II period. A privatist-corporate regime characterized Tampa’s politics and policy until the late 1980s. A more pluralistic regime took hold during the administration of Mayor Sandy Freedman. The County’s politics moved from a caretaker to a privatist-corporate regime during the 1980s. This regime was soon challenged by civic and environmental groups…

Neighborhood change in the Hyde Park section of Tampa, Florida, is analyzed in this article to evaluate empirically the validity of certain components of the stage models and to present some conclusions concerning the general usefulness of the stage models in examining neighborhood change. The models provide a helpful framework within whic…

  • Successful Federal Implemenation

    Robert J Kerstein, Robert Kerstein•ARTICLE•Journal of Urban Affairs•1981•References: 1

This study of St. Louis’ Model Cities program argues that the barriers to effective intergovernmental implementation that are stressed in the literature did not prevent HUD from accomplishing its goal of weakening the influence of poverty-area neighborhood organizations in the program. HUD, primarily through its willingness to withhold Model Cities funds until the neighborhood organizations’ role was weakened, was able to alter such factors as lo…
