This study examines the dynamics of culture-led urban development, focusing on the role of museums and cultural institutions in urban transformation through the case study of Holon, Israel. Reliance on public funding and political support for cultural initiatives exposed this strategy’s fragility. Political transitions and budget reductions highlight the vulnerabilities of cultural institutions to shifting priorities and economic pressures. This …

  • The Tribal Challenge

    Havatzelet Yahel•BOOK•Tribal Challenge•2024

Drawing on a wealth of ethnographic and historical sources, Havatzelet Yahel offers an engaging and sometimes surprising history of Israel's policy toward Bedouin tribalism in the Negev desert in southern Israel. The study opens with a detailed look at the 1940s and 1950s in the region, which shaped the relationship between Israel and the Bedouin, most notably Israel's effort to accommodate tribalism in collaboration with the sheikhs. The story t…

  • Rural or urban? Planning Bedouin settlements

    Havatzelet Yahel•ARTICLE•Middle Eastern Studies•2021•Cited by: 2

Over less than a century, the majority of the once nomadic Bedouin of southern Israel were moved to live in towns that were established for them by the state, in the process of urbanization. These towns are far from satisfying the desires and needs of all the Bedouin. The rest of the Bedouin prefer to live outside the towns in a rural space. Based on archival sources the study reveals that the early policy supported the establishment of rural agr…

  • The Negev Bedouin as a de-legitimization tool

    Havatzelet Yahel•ARTICLE•Israel Affairs•2020•References: 10

This article explores the evolution of Bedouin international advocacy and discourse within UN human rights bodies, starting with the first in 1998 to present. It demonstrates that during the last two decades, Bedouin international advocacy in UN bodies was carried out by various NGOs with differing agendas. The discourse on Bedouin issues was co-opted by national and foreign NGOs, some of which possessed clear anti-Israeli views. Parallel to the …

  • The Conflict Over Land Ownership and Unauthorized Construction in the Negev

    Open Access•Havatzelet Yahel•ARTICLE•Contemporary Review of the Middle…•2019•References: 5

Since the early days of Israeli independence, there has been a continuous dispute over land rights and settlements in the Negev region, between the Bedouins and the State of Israel. Its most notable manifestation is unauthorized construction dispersed over vast tracts of land, with no consideration for existing zoning plans and in locations undesignated or unfit for human habitation. As a result, the Bedouins, one of Israel’s most impoverished po…

  • Land and settlement of Israel’s Negev Bedouin

This study examines the development of official policy, mainly regarding land and settlement, in the three decades following Israel’s establishment, focusing on ad hoc committees appointed to deal with Bedouin issues. The majority of the committee reports included suggestions for ending disputes between the Bedouin and the State over Negev lands and/or to establish Bedouin permanent settlement. However, few of the proposals were implemented; de f…

  • Israel Negev Bedouin during the 1948 War

    Havatzelet Yahel, Ruth Kark•ARTICLE•Israel Affairs•2014•Cited by: 5

While much has been written on various aspects of the 1948 War, the story of the Negev Bedouins' role and their relations with the newly formed Jewish state has drawn little attention. This article focuses on a short but important episode in the establishment of Israeli–Bedouin relations by examining the Negev Bedouin involvement in the 1948 War, predominantly on the side of the Arab armies, and the circumstances of their departure. Its findings …

  • Land Disputes between the Negev Bedouin and Israel

    Havatzelet Yahel•ARTICLE•Israel Studies•2006•Cited by: 8•References: 1

The conflict between the State of Israel and the Negev Bedouin over land is not new; State vs. nomadic land ownership is an on-going dispute originating as early as the Ottoman Empire. Illegal construction and land use are its widespread expressions, making it difficult for the State to supply basic needs to its citizens. Furthermore, the dispute creates obstacles to the development of the Negev for the benefit of all its inhabitants. This articl…
