The Job Training Partnership Act: New Federalism in Transition
The Job Training Partnership Act of 1982 (JTPA) constituted the most recent, successful attempt by the Reagan administration to devolve increased domestic program authority to the states using the block grant approach. Racial Differentials in Male Unemployment Rates: Evidence from Low-Income Urban Areas
EXTRAORDINARILY high unemployment among nonwhite teenagers is often explained in terms of the disadvantaged environment from which this group comes. As noted in a recent Manpower Report of the President (1972, p. 80), however, there is a large gap between whites and blacks in the extent of unemployment within urban poverty areas.
