  • The role of socio-economic determinants in the interregional allocation of healthcare resources

Open Access•Roberto Fantozzi, Stefania Gabriele et al.•ARTICLE•Health Policy•2025

A reform in 2023 introduced new criteria for allocating healthcare funding in Italy. • Socio-economic variables were included among the criteria for allocating funding across Regions. • We simulate the new scheme and compare it with an alternative in which age and socio-economic indicators are jointly considered in estimating health needs. • It turns out that more resources would be allocated to the Regions with greater deprivation. This paper di…

  • Redistribution and risk-sharing effects of intergovernmental transfers

Giampaolo Arachi, Francesco Porcelli et al.•ARTICLE•Regional Studies•2022•References: 1

This paper studies the redistributive and risk-sharing effects of intergovernmental grants at the municipal level, taking advantage of the 2015 reform of the Italian municipal equalization system. The reform introduces formula grants to equalize the fiscal gap only in municipalities in standard regions, but not in municipalities located in special autonomous regions. We can, therefore, use difference-in-differences estimators to identify the caus…

  • Fiscal Reforms during Fiscal Consolidation

Giampaolo Arachi, Paolo M Panteghini et al.•ARTICLE•FinanzArchiv•2012

We discuss the strengths and weaknesses of the fiscal consolidation package adopted by Italy in 2011. Estimated at 3.3% of GDP, the tax measures were introduced to reduce public deficits without weakening the prospects of economic recovery or producing adverse redistributive outcomes. The tax reform mainly increases consumption and property taxes and gives relief for firms that recapitalize or hire young workers and women. To some extent, these m…

Arachi G., Ferrario C. and Zanardi A. Regional redistribution and risk sharing in Italy: the role of different tiers of government, Regional Studies. This paper provides estimates of the redistribution and risk sharing across regional jurisdictions accomplished by the public sector in Italy. In this analysis the multi-level structure of the Italian government and the financial relations which link the different tiers of government are explicitly …

  • Tax Evasion, Tax Rates, and Reference Dependence

    Michele Bernasconi, Alberto Zanardi•ARTICLE•FinanzArchiv•2004

Using cumulative prospect theory as a notable example of reference-dependent preference, we revisit the basic portfolio model of tax evasion. We show that some controversial implications of the standard expected-utility theory, including that of a negative relationship between tax rates and evaded income, can be corrected in a direction more consistent with intuition and empirical evidence.
