Beyond averages
Europeans are, on average, better educated and live healthier, longer and more prosperous lives today than at any point in the past. However, this view on average achievements obscures large disparities, both within and between European countries. The income of the richest 20 % of households in Europe is on average 5 times higher than that of the poorest 20 %, and up to 8 times higher in some Member States. Most indicators of well-being display a…
Taxation and growth
The growth impact of tax reforms is probably one of the most controversial issues in economic policy discussions, reflecting deep beliefs in the way economic agents are expected to react to policy changes. The optimal tax theory literature provides a wide array of arguments to identify the mechanisms through which tax reforms might influence growth, depending on the tax category considered and the circumstances under which tax reforms are impleme…
The fiscal and equity impact of social tax expenditures in the EU
Tax expenditures (TEs) are preferential tax treatments granted to specific individuals or categories of households, with the aim of achieving social and economic goals. They are widely used by EU Member States. However, their fiscal and equity impacts are not always clear and their effectiveness and efficiency as a policy instrument need to be carefully evaluated, especially in the present context of constrained public finances. This article quan…
Dynamic Scoring of Tax Reforms in the European Union
In this paper, we present the first dynamic scoring exercise linking a microsimulation and a dynamic general equilibrium model for Europe. We illustrate our novel methodology analyzing hypothetical reforms of the social insurance contributions system in Belgium. Our approach takes into account the feedback effects resulting from adjustments and behavioral responses in the labor market and the economy‐wide reaction to the tax policy changes essent…
Trends in Rainfall and Economic Growth in Africa
We examine the role of rainfall trends in poor growth performance of sub-Saharan African nations relative to other developing countries, using a new cross-country panel climatic data set in an empirical economic growth framework. Our results show that rainfall has been a significant determinant of poor economic growth for African nations but not for other countries. Depending on the benchmark measure of potential rainfall, we estimate that the di…

Spatial Distribution of Manufacturing Activity and its Determinants
n We investigate and compare the spatial distribution of manufacturing activity and its determinants in Belgium, Ireland, and Portugal using comparable, exhaustive micro-level data sets. We find some similarities between Portugal and Belgium, but little for Ireland. Moreover, there is some evidence that forward and backward linkages, R&D activity, and labour market pooling of skilled labor can be important determinants of agglomeration, although …
