The Intended and Unintended Effects of Promoting Labor Market Mobility
We investigate the causal effects of financial incentives supporting geographical mobility among unemployed workers on their job search behavior and labor market outcomes. Exploiting regional variation in the promotion of mobility programs along administrative borders of German employment agency districts, we show that promoting mobility—as intended—causes job seekers to increase their search radius, apply for, and accept distant jobs. At the sam…
Divergent thinking and post-launch entrepreneurial outcomes: Non-linearities and the moderating role of experience
Divergent thinking is the ability to produce numerous and diverse responses to questions or tasks, and it is used as a predictor of creative achievement. It plays a significant role in the business organization’s innovation process and the recognition of new business opportunities. Drawing upon the cumulative process model of creativity in entrepreneurship, we hypothesize that divergent thinking has a lasting effect on post-launch entrepreneurial…
The influence of start-up motivation on entrepreneurial performance
Predicting entrepreneurial development based on individual and business-related characteristics is a key objective of entrepreneurship research. In this context, we investigate whether the motives of becoming an entrepreneur influence the subsequent entrepreneurial development. In our analysis, we examine a broad range of business outcomes including survival and income, as well as job creation, and expansion and innovation activities for up to 40…
The short- and medium-term distributional effects of the German minimum wage reform
This study quantifies the distributional effects of the minimum wage introduced in Germany in 2015. Using detailed Socio-Economic Panel survey data, we assess changes in the hourly wages, working hours, and monthly wages of employees who were entitled to be paid the minimum wage. We employ a difference-in-differences analysis, exploiting regional variation in the “bite” of the minimum wage. At the bottom of the hourly wage distribution, we docume…
Drinking is different! Examining the role of locus of control for alcohol consumption
Locus of control (LOC) measures how much an individual believes in the causal relationship between her own actions and her life’s outcomes. While earlier literature has shown that an increasing internal LOC is associated with increased health-conscious behavior in domains such as smoking, exercise or diets, we find that drinking seems to be different. Using very informative German panel data, we extend and generalize previous findings and find a …
Obesity and the labor market: A fresh look at the weight penalty
Locus of Control and Job Search Strategies
Standard job search theory assumes that unemployed individuals have perfect information about the effect of their search effort on the job offer arrival rate. We present an alternative model that assumes that each individual has a subjective belief about the impact of her search effort on the job arrival. These beliefs depend in part on an individual's locus of control. We estimate the impact of locus of control on job search behavior using a dat…
Subsidized start-ups out of unemployment: A comparison to regular business start-ups
Getting back into the labor market: The effects of start-up subsidies for unemployed females
Personality characteristics and the decisions to become and stay self-employed
Regional Effect Heterogeneity of Start-up Subsidies for the Unemployed
Caliendo M. and Künn S. Regional effect heterogeneity of start-up subsidies for the unemployed, Regional Studies. Evaluation studies have shown the high effectiveness of start-up subsidies for unemployed individuals to improve labour market outcomes of participants. What has not been examined yet are the potentially heterogeneous effects of start-up programmes across regional labour markets. Labour demand-side restrictions in deprived areas gener…

Some Practical Guidance for the Implementation of Propensity Score Matching
Propensity score matching (PSM) has become a popular approach to estimate causal treatment effects. It is widely applied when evaluating labour market policies, but empirical examples can be found in very diverse fields of study. Once the researcher has decided to use PSM, he is confronted with a lot of questions regarding its implementation. To begin with, a first decision has to be made concerning the estimation of the propensity score. Followi…
Turning Unemployment into Self‐Employment: Effectiveness of Two Start‐Up Programmes
Turning unemployment into self‐employment has become a major focus of German active labour market policy (ALMP) in recent years. If effective, this would not only reduce Germany's persistently high unemployment rate, but also increase its notoriously low self‐employment rate. Empirical evidence on the effectiveness of such programmes is scarce. We evaluate the effectiveness of two start‐up programmes for the unemployed, where we include the proba…
Making work pay” in a rationed labor market
Fiscal Competition and the Composition of Public Spending: Theory and Evidence
We consider fiscal competition between jurisdictions. Capital taxes are used to finance a public input and two public goods: one that benefits mobile skilled workers and one that benefits immobile unskilled workers. We derive the jurisdictions' reaction functions for different spending categories. We then estimate these reaction functions using data from German communities. Thereby we explicitly allow for a spatially lagged dependent variable and…
Sensitivity Analysis for Average Treatment Effects
Based on the conditional independence or unconfoundedness assumption, matching has become a popular approach to estimate average treatment effects. Checking the sensitivity of the estimated results with respect to deviations from this identifying assumption has become an increasingly important topic in the applied evaluation literature. If there are unobserved variables that affect assignment into treatment and the outcome variable simultaneously…
