New evidence on the soft budget constraint
Migration as an adaptation strategy to weather variability
There is solid scientific evidence predicting that a large part of the developing world will suffer a greater incidence of extreme weather events, which may increase the incidence of displacement migration. We draw on the new economics of migration to model migration decisions of smallholder and rain-dependent farm households in rural Ethiopia and investigate both the ex ante and ex post impacts of climate variables. Using detailed household surv…

Weather Shocks, Agricultural Production and Migration
We analyse whether Tanzanian rural households engage in internal migration as a response to weather-related shocks. We hypothesise that, when exposed to such shocks and a consecutive crop yield reduction, rural households use migration as a risk management strategy. Our findings confirm that for an average household, a 1 per cent reduction in agricultural income induced by weather shock increases the probability of migration by 13 percentage poin…
Climate Instability, Urbanisation and International Migration
This paper focuses on climate-induced migration. We construct a simple theoretical model where, in a first step, climate shocks accelerate the transition from the traditional to the modern sector, leading rural workers to move to urban centres within national borders, while in a second step, downward pressures on wages due to the greater labour supply in cities push people to engage in international migration. To test this hypothesis, we exploit …
Remittances and Working Poverty
This article shows that the level and the predictability of remittances reduce working poverty in receiving economies through their effects on labour market dynamics. It takes advantage of the new cross-country dataset (ILO, KILM 7th edition) containing information on the share of individuals working for less than US$2 per day. To identify the main impacts, the article proposes a novel approach to deal with the endogeneity of remittances and migr…
Growth and Crisis in Transition
The paper provides an empirical analysis of the growth performance of transition countries in a comparative perspective, separating episodes of crises from those of growth. Performance is measured by the output response following recessions, by the capacity to rebound, as well as the depth and length of the crisis rather than average rates of growth that aggregate periods of recessions and periods of growth. Results highlight that the post‐recess…

[eng] Pegging the CEECs exchange rates to the euro can be assessed by using the criteria for entering the EMU (European Monetary Union). This approach is explicitly taking into account the process of enlargement started in June 1993 in Copenhagen, where a subset of CEECs was selected for admission into the EU. Fiscal discipline, implied by the Maastricht criteria, enhanced the transition process. But the question of whether pegging the currency c…
