The German Heating and Housing Panel (GHHP)
The German Heating and Housing Panel (GHHP) provides a new data basis to assess the effectiveness, distributional effects, and public acceptance of climate policy in Germany’s building sector. Funded within the Kopernikus project Ariadne, the annual surveys from 2021 to 2023 include about 15,000 households, thereof 65 % owners and 35 % renters. The GHHP gathers detailed information on the building stock, heating systems and costs, energy retrofit…

Attitudes toward water conservation
Based on randomized information treatments that were embedded in a large survey among more than 6000 single-family homeowners from Germany, we investigate the malleability of attitudes toward water conservation and a variety of conservation policies. The empirical results indicate that respondents generally have a positive attitude toward water conservation. Information treatments that included balanced or negatively biased information about the …
Fixed Effects, Lagged Dependent Variables, and Bracketing
We investigate a bracketing property that purports to yield upper- and lower bounds on the treatment effects obtained from a fixed effects (FE) and lagged dependent variable (LDV) model. Referencing both analytical results and a Monte Carlo simulation, we explore the conditions under which the bracketing property holds, confirming this to be the case when the data generating process (DGP) is characterized by either unobserved heterogeneity or fee…

Green SÖP Extended
The proliferation of instruments targeted at combatting climate change necessitates evidence-based evaluation to identify strategies that are not only effective and cost-efficient, but also supported by the population. In Germany, the data needed to support such analysis is scarce, however. A rare exception is Green SÖP, a panel data set that was established within the project Eval-MAP funded by the German Ministry of Education and Research (BMBF…
The stability of personal traits and preferences in times of the Corona pandemic
Based on panel data on around 5500 German households, this article analyzes whether the experience of financial losses due to the Corona pandemic has affected three kinds of personal traits and preferences: the willingness to take risks, patience, and the locus of control (LOC). Our empirical results indicate that patience and the LOC remain unchanged by the experience of pandemic‐related financial losses, whereas we find a negative effect of sev…
Reducing vehicle cold start emissions through carbon pricing
A large proportion of local pollutants originating from the road transport sector is generated during the so-called cold-start phase of driving, that is, the first few minutes of driving after a car has stood inactive for several hours. Drawing on data from the German Mobility Panel (MOP), this paper analyzes the factors that affect the frequency of cold starts, approximated here by the number of car tours that a household takes over the course o…
Do financial incentives increase the acceptance of power lines? Evidence from Germany

Risk Perception of Climate Change
The impact of information on landowners’ participation in voluntary conservation programs – Theoretical considerations and empirical evidence from an agri-environment program in Saxony, Germany
Economic impacts from the promotion of renewable energy technologies
What triggers environmental management and innovation? Empirical evidence for Germany
End‐of‐pipe or cleaner production? An empirical comparison of environmental innovation decisions across OECD countries
While both fundamental types of abatement measure mitigate the adverse environmental impacts of production, cleaner production technologies are frequently more advantageous than end‐of‐pipe technologies for environmental and economic reasons. This paper analyzes a variety of factors that might enhance firms' propensity to implement cleaner production technologies instead of end‐of‐pipe technologies. On the basis of a unique facility‐level data se…
The Empirical Assessment of Technology Differences
The Empirical Assessment of Technology Differences
This paper compares technologies across space and time on the basis of factual and counterfactual substitution elasticities and argues that differences in estimated substitution elasticities should be decomposed into two counterfactual components. While the first component is designed to indicate how the ease of substitution is altered by varied economic circumstances, the second addresses the question of how technologies would compare under genu…
