  • Assessing the Contribution to Market System Change of the Private Enterprise Programme Ethiopia

Open Access•Giel Ton, Ben Taylor et al.•ARTICLE•IDS Bulletin•2022

An impact evaluation of a pro-poor market system development programme, ‘Making Markets Work for the Poor’ (M4P), poses several methodological issues for evaluators. M4P interventions intend to change the contextual conditions in which stakeholders take business decisions so that it triggers change processes in the wider social system and ultimately benefits poor people. An impact evaluation design for such a programme thus needs to be robust eno…

  • Using Actor-Based Theories of Change to Conduct Robust Evaluation in Complex Settings

Andrew Koleros, John Mayne•ARTICLE•Canadian Journal of Program…•2019

The use of theories of change (ToCs) is a hallmark of sound evaluation practice. As interventions have become more complex, the development of ToCs that adequately unpack this complexity has become more challenging. Equally important is the development of evaluable ToCs, necessary for conducting robust theory-based evaluation approaches such as contribution analysis (CA). This article explores one approach to tackling these challenges through the…

  • The Actor-Based Change Framework

Open Access•Andrew Koleros, Sean Mulkerne et al.•ARTICLE•American Journal of Evaluation•2018•Cited by: 3•References: 1

Despite a wide body of literature on the importance of program theory and the need to tackle complexity to improve international development programming, the use of program theory to underpin interventions aimed at facilitating change in complex systems remains a challenge for many program practitioners. The actor-based change framework offers a pragmatic approach to address these challenges, integrating concepts and frameworks drawn from complex…

  • Methodological Considerations in Evaluating Long-Term Systems Change

Open Access•Andrew Koleros, Dee Jupp et al.•ARTICLE•American Journal of Evaluation•2015•Cited by: 1•References: 4

This article presents discussion and recommendations on approaches to retrospectively evaluating development interventions in the long term through a systems lens. It is based on experiences from the implementation of an 18-month study to investigate the impact of development interventions on economic and social change over a 40-year period in the Koshi Hills region of Nepal. A multi-disciplinary team used a mixed-methods approach to data collect…

  • High HIV risk behavior among men who have sex with men in Kigali, Rwanda

Jenifer Chapman, Andrew Koleros et al.•ARTICLE•AIDS Care•2011

Rwanda has responded strongly to HIV/AIDS, but prevention among men who have sex with men (MSM) has not yet been addressed due to a strong cultural resistance to homosexuality, and a lack of data showing the public health value of attending to the sexual health needs of this group. We conducted an exploratory study on HIV risk among MSM in Kigali using snowball sampling involving peer leaders. The 99 respondents were demographically, socially, an…

  • The Reach and Effect of Radio Communication Campaigns on Condom Use in Malawi

Open Access•Dominique Meekers, Ronan Van Rossem et al.•ARTICLE•Studies in Family Planning•2007•Cited by: 1•References: 13

This study uses data from the 2004 Malawi Demographic and Health Survey to assess the reach of selected radio programs about family planning and health in Malawi and their effect on condom use and discussion of family planning. The results show that such radio programs in Malawi reach a broad audience: eight of the 12 programs were heard by at least half of the respondents, although women were less effectively reached than men. For both women and…
