Workers’ Compensation and Moral Hazard in Tunisia
Moral hazard is a problem of asymmetric information that plays a central role in numerous contractual relationships and may lead to suboptimal resource allocation. Both ex ante and ex post moral hazard problems in workers’ compensation (WC) have been extensively analysed in developed countries. The main objective of this paper is to test the presence of ex post moral hazard in the Tunisian context. To our knowledge, this is the first analysis on …
Costs and Benefits of Quebec's Drive Electric Program
This article presents a cost-benefit analysis (CBA) of the Drive Electric Program enacted by the Quebec government in 2012. This program provides direct rebates to all-electric and plug-in hybrid vehicles according to electric battery capacity. After describing the program, we identify and monetize its main costs and benefits. The costs are primarily related to the government expenses associated with the rebate itself, while the benefits include …
The Porter Hypothesis at 20
Some twenty years ago, Harvard Business School economist and strategy professor Michael Porter challenged conventional wisdom about the impact of environmental regulation on business by declaring that well-designed regulation could actually enhance competitiveness. The traditional view of environmental regulation held by virtually all economists until that time was that requiring firms to reduce an externality like pollution necessarily restricte…
Promoting Pollution Prevention in Small Businesses
The Enviroclub initiative was developed by three federal government agencies—Canada Economic Development for Quebec Regions, Environment Canada, and the National Research Council Canada—and launched in 2001 to assist small and medium-sized enterprises (SMEs) in improving their profitability and competitiveness through enhanced environmental performance. Environmental Policy, Innovation and Performance
Jaffe and Palmer (1997) present three distinct variants of the so‐called Porter Hypothesis. The “weak” version of the hypothesis posits that environmental regulation will stimulate environmental innovations. The “narrow” version of the hypothesis asserts that flexible environmental policy regimes give firms greater incentive to innovate than prescriptive regulations, such as technology‐based standards. Finally, the “strong” version posits that pr…

Changing Attitudes toward Worksharing
This paper evaluates five recent experiences of worksharing in Quebec since 1994: Bell Canada, Alcan, Scott Paper, Sico, and the Ministère de l'environnement et de la faune. Based on survey evidence showing that desired work hours tend to approximate actual work hours, previous studies have raised doubts about the likelihood of successful worksharing initiatives. However, in the cases we have studied, participation rates in voluntary worksharing …
The Price Discount on the External Debt of Developing Countries as a Measure of LDC Debt-servicing Problems
This paper examines the performance of balance sheet variables (in contrast with traditional macro-indicators) to predict the probability that a LDC will experience a price discount on its debt and the magnitude of this discount. Our results show that many of these variables are good predictors of the evolution of price discounts

Government Intervention in Occupational Safety
