Remembering Gordon Tullock—The Unconventional Economist
Gordon Tullock’s insights have revolutionized the analytical framework of economists and political scientists. Both independently and with coauthor James M. Buchanan and others, Tullock (1922-2014) made seminal contributions to the economic theory of majority voting, constitutions, rent seeking, fiscal federalism, bureaucracy, government action to redistribute income, demand revelation, bio-economics, monetary history, and in law and legal system…
The sustainability of Italian fiscal policy
In this paper, we analyse the sustainability of Italian public finances using a unique database covering the period 1862–2013. This paper focuses on empirical tests for the sustainability and solvency of fiscal policies. A necessary but not sufficient condition implies that the growth rate of public debt should at the limit be smaller than the asymptotic rate of interest. In addition, the debt-to-G.D.P. ratio must eventually stabilise at a steady…

Sustainable development
This paper focuses on efforts to produce an operational definition of the concept of ‘sustainable development’ as articulated by the 1992 United Nations Conference on Environment and Development (UNCED). ‘Sustainability’ has become an increasingly significant environmental issue; the problems in articulating a workable concept will differ among nations and international organizations attempting to define the term. Additionally, the term encompass…

Acid rain
Acid rain or technically “acid deposition” has far reaching environmental, economic, political and international implications. It has been blamed for large‐scale damage to aquatic ecosystems and forests in Scandinavia, southeastern Canada and the northeastern United States. A number of other countries have expressed concern about the possible affects of acid rain on water bodies, forests, agricultural crops and material structures. Never before h…
Acid rain
The need for environmental monitoring has been recognized in the development of air and water quality management programs for many years. The problems of inadequate monitoring have also been recognized for many years. Yet, the lack of monitoring data is acutely evident in the area of acid rain and has seriously hampered efforts to develop responsible policies. This paper focuses on the types of monitoring data needed to address the question of ac…
Emissions trading
In this paper the authors examine the Emissions Trading Statement, announced by the U.S. Environmental Protection Agency in the spring of 1982. The Statement consolidates in a common currency, called the Emission Reduction Credit (ERC), the emission reductions achieved and used through current administrative procedures for the bubble, netting, offset, and banking programs. The Statement provides guidelines for air quality management regions to de…
Social Justice in the Liberal State
Certain to become the most important work in political theory since John Rawls's A Theory of Justice, this book presents a brilliantly original, compelling vision of a just society-a world in which each of us may live his own life in his own way without denying the same right to others. Full of provocative discussions of issues ranging from education to abortion, it makes fascinating reading for anyone concerned with the future of the liberal dem…
