Does accrual accounting make municipalities spend less
Accrual accounting in the public sector aims to enhance fiscal transparency, decision-making, comparability, and cost-effectiveness. The Italian reform of public sector accounting in 2011 provides an excellent quasi-natural experiment for studying the effect of accrual accounting on public financial management. Our results indicate that accrual accounting has a disciplining effect on local public spending, strengthening fiscal positions. Importan…
Eudaimonic wellbeing and life expectancy
We investigate the relationship between eudaimonic wellbeing (sense of life) and subjective survival probability (SSP), a proxy for self‐assessed life expectancy. Our econometric analysis uses 220,601 observations of SHARE panel data from 2006 to 2015. We find evidence of a robust and strong positive relationship between eudaimonic wellbeing and subjective survival probability after controlling for self‐assessed health, coupled with a negative ef…
The frontier of social impact finance in the public sector
Social impact bonds (SIBs) are a novel and innovative form of public‐private partnership financing social services performed by a best‐practice selected non‐governmental third entity. In our paper we outline a SIB theoretical model identifying government and private investors' participation constraints and we discuss the conflicts of interests that may arise among the different actors involved in presence of asymmetric information. We apply our t…
Poor eudaimonic subjective wellbeing as a mortality risk factor
The Determinants of Outreach Performance of Social Business
We analyze factors affecting outreach performance of a large sample of (type A) social cooperatives in Italy taking into account their heterogeneity with a multi‐output stochastic distance function frontier. We find that cooperative age, innovation leading to new products/customer segments, managerial turnover, target programming and shareholder variety are positively and significantly (while shareholder meetings, the number of volunteers and of …
Virtuous Interactions in Removing Exclusion
We outline a methodology which aims to give an answer to the widespread demand of impact analyses by regulators or by funding agencies which need to evaluate the current and past performance of development projects and may lack time series evidence. We devise a retrospective panel data approach to evaluate the dynamics of the effects of fair trade affiliation on the schooling decisions of a sample of Thai organic rice producers across the past 20…
