  • A natural language measure of ideology in the Brazilian Senate

Open Access•Felipe C De Figueredo, Bernardo Mueller et al.•ARTICLE•Revista Brasileira de Ciência…•2022•Cited by: 1•References: 31

We estimate a measure of political ideology using as data a corpus of over two decades of speeches delivered by Brazilian Federal Senators across five legislatures. We employ a computational technique that analyses political speech by extracting the dictionaries that best translate the content of each ideology. Through this supervised learning method, we calculate the classification accuracy over these political texts and show that polarization i…

  • Political interference and regulatory resilience in Brazil

    Open Access•Paulo Guilherme Correa, Paulo Correa et al.•ARTICLE•Regulation & Governance•2019•Cited by: 9•References: 27

Governments face a fundamental tradeoff between regulatory independence and control. Attempts of interference have the effect of reducing the system's level of commitment and credibility. On the other hand, an administration runs the risk that the autonomy delegated to regulators might be used to pursue outcomes that may harm their interests. This tradeoff is particularly relevant when there is an alternation of power with the arrival of a new po…

  • Institutional and Organizational Analysis

Eric Alston, Lee J Alston et al.•BOOK•Institutional and Organizational…•2018

What explains the great variability in economic growth and political development across countries? Institutional and organizational analysis has developed since the 1970s into a powerful toolkit, which argues that institutions and norms rather than geography, culture, or technology are the primary causes of sustainable development. Institutions are rules that recognized authorities create and enforce. Norms are rules created by long-standing patt…

  • Property Rights Implications for the Brazilian Forest Code

    Open Access•Bernardo Mueller•ARTICLE•Revista de Economia e Sociologia…•2018•Cited by: 5•References: 20

The Brazilian Forest Code restricts landowners' uses of the land. Changes in property rights are therefore the core element of the program. In this paper the new institutional literature on property rights is used to analyze the main difficulties involved in such a re-specification of rights. Four concepts from this literature are described and applied to better understand the issues that have hindered the program in the past and that affect the …

  • The Development of Property Rights on Frontiers

Open Access•Lee J Alston, Edwyna Harris et al.•ARTICLE•The Journal of Economic History•2012•Cited by: 12•References: 13

How do property rights evolve when unoccupied areas attract economic use? Who are the first claimants on the frontier and how do they establish their property rights? When do governments provide de jure property rights? We present a conceptual framework that addresses these questions and apply it to the frontiers of Australia, the United States, and Brazil. Our framework stresses the crucial role of politics as frontiers develop by identifying si…

  • Political Institutions, Policymaking, and Policy Stability in Latin America

Open Access•Carlos Pereira, Swaran P Singh et al.•ARTICLE•Latin American Politics and Society•2011•Cited by: 3•References: 17

In some Latin American nations, policy change occurs frequently, while in others it is stable, less prone to shifts with the prevailing political climate or shocks. The conditions under which institutional rules and the powers of key actors influence the capacity for governance vary, and this variation is seldom addressed in the literature. This project examines the effects of the interactions between key policymakers (the executive and the legis…

  • The Fiscal Imperative and the Role of Public Prosecutors in Brazilian Environmental Policy

    Open Access•Bernardo Mueller•ARTICLE•Law & Policy•2009•Cited by: 2•References: 9

The main characteristic of the general policy-making process in Brazil is the dominance of a fiscal imperative that leads the president to use his/her substantial powers to pursue monetary stability and fiscal responsibility. The fiscal imperative means that environmental policy is only attended to if the macroeconomic constraint permits. However, Brazilian public prosecutors exert a significant countervailing constraint that impedes the presiden…

  • Regulando o regulador

  • A theory of executive dominance of congressional politics

Carlos Pereira, Bernardo Mueller•ARTICLE•Journal of Legislative Studies•2004•Cited by: 19•References: 2

This article analyses the Brazilian Chamber of Deputies committee system using rational choice theories developed originally for the US Congress. We suggest that pure versions of these theories are unable to explain Brazilian committee politics, and point out the necessity of building a specific theory that takes into account key institutional characteristics which give the Brazilian Executive considerable power to control the legislative process…

  • The Cost of Governing

    Open Access•Carlos Pereira, Bernardo Mueller•ARTICLE•Comparative Political Studies•2004•Cited by: 55•References: 25

Several characteristics of a political system have been identified as increasing the cost of governing, such as presidentialism, federalism, an open list with proportional representation, a multiparty system, and coalition governments. Although Brazil suffers from all of these “pathologies,” the authors argue that other characteristics of the Brazilian system have the opposite effect and allow high levels of governability at low cost. In particul…

    Open Access•Carlos Pereira, Bernardo Mueller•ARTICLE•Dados•2003•Cited by: 51•References: 18

  • Credibility and the design of regulatory agencies in Brazil

    Open Access•Bernardo Mueller, C Pereira•ARTICLE•Brazilian Journal of Political…•2002•Cited by: 12•References: 12

In this paper we model the process of regulatory agency design, focusing on the role of credibility. The government is constrained in the sense that it must create regulatory institutions that allow it to commit to not administratively expropriate investors. The model explains both the preference of the agency head chosen by the government as well as the optimal level of statutory control. We argue that in Brazil this trade-off between credibilit…

    Open Access•Carlos Pereira, Bernardo Mueller•ARTICLE•Dados•2002•Cited by: 58•References: 15

In Brazil the executive has exclusive rights to initiate the annual budget. Legislators have the right to amend the bill; but only if those amendments are compatible with the multi-year budget plan elaborated by the executive as well as with the law on budgetary guidelines. Moreover, congress may not authorize expenditures that exceed the budgetary revenue. It is also the executive, who is entitled to determine which amendment will really be appr…

Open Access•Carlos Pereira, Bernardo Mueller•ARTICLE•Revista Brasileira de Ciências…•2000•Cited by: 44

  • Titles, Conflict, and Land Use

Lee J Alston, Lee Alston et al.•BOOK•Titles, conflict, and land use•1999

The Amazon, the world's largest rain forest, is the last frontier in Brazil. The settlement of large and small farmers, squatters, miners, and loggers in this frontier during the past thirty years has given rise to violent conflicts over land as well as environmental duress. Titles, Conflict, and Land Use examines the institutional development involved in the process of land use and ownership in the Amazon and shows how this phenomenon affects th…
