Social determinants of support for tobacco control policies to end the use of commercial cigarettes: Findings from the 2022 International Tobacco Control Four Country Smoking and Vaping Survey
Support for policies to reduce the use of commercial cigarettes was moderate-to-high among adults who smoke, although it varied significantly by country, gender and income. Tailored communication strategies could help increase support and promote policy adoption
E-cigarette consumption among youth who vape in Canada, England, New Zealand and the USA: Exploring methods to quantify consumption amounts and differences by product attributes using population-level…
The findings suggest substantial e-liquid consumption among youth who vape in all four countries
Use of nicotine pouches among adults who currently or formerly smoked cigarettes and/or vaped nicotine: Findings from the 2022 and 2024 US ITC smoking and vaping surveys
We found a significant increase in NP ever-use and current use between 2022 and 2024 among adults with established nicotine product use, consistent with national sales trends. Further research is needed to determine whether adults are using NPs as a tool to quit smoking or sustain abstinence after quitting
The economic factors that determine smoking abstinence: A survival and mediation analysis
Exposure to Iqos ads and reduced exposure claims, and association with perceived risk from Covid-19 on Iqos purchase and use intentions: Results from a web-based survey
Introduction: IQOS was authorized to be marketed as a reduced exposure product by the Food and Drug Administration in October 2020 during the global COVID-19 pandemic. Those who smoke may be more sensitive to reduced exposure marketing claims and may have an increased inclination toward IQOS use. We evaluated the likelihood of trying and purchasing IQOS as a function of exposure to ads, product appeal, and COVID-19 risk perceptions using the orig…
Design and methods of the Population Assessment of Tobacco and Health (Path) study during the Covid-19 pandemic
The Population Assessment of Tobacco and Health (PATH) Study is a nationally representative, longitudinal study of the US population on tobacco use and its effects on health, collecting data annually since 2013. The COVID-19 pandemic interrupted in-person survey data collections around the world. In the USA, this included a PATH Study data collection focused on youth (13-17) and young adults (18-19) as well as other US surveys on tobacco use. Giv…
The impact of tobacco tax increases on cost-minimising behaviours and subsequent smoking cessation in Australia: An analysis of the International Tobacco Control Policy Evaluation Project
P - CMBs are associated with reduced smoking cessation. Reducing opportunities for industry to promote purchasing-related CMB options, such as by standardising pack sizes and reducing the price differential between RYO and manufactured cigarettes could increase the effectiveness of tax increases
Awareness and perceived behaviour changes following the New York state vaping flavour ban, 2021–2022
Less than one-third of NY youth, regardless of vaping status, reported that an e-cigarette flavour ban was present where they live. Further, most youth who were aware of the ban misunderstood which flavours were restricted and/or that the ban applied to all stores that sold e-cigarettes. Increased enforcement and educational efforts could improve awareness and understanding of the NY e-cigarette flavour ban
The association between excise taxes and smoking and vaping transitions–Findings from the 2016–2020 ITC United States surveys
Our findings suggest that increasing cigarette taxes may serve as an effective means of encouraging people who smoke to cut back on smoking or quit smoking. The impact of increasing EC taxes on smoking transitions is less certain at this time

This study examined differences in quit attempts, 1-month quit success, and vaping status at follow-up among a cohort of 3709 daily smokers with and without depression, anxiety, and regular alcohol use who participated in both the 2018 and 2020 International Tobacco Control Four Country Smoking and Vaping (ITC 4CV) Surveys. At baseline, a survey with validated screening tools was used to classify respondents as having no, or one or more of the fo…
Update to the design and methods of the Path Study, Wave 4 (2016–2017)
The Population Assessment of Tobacco and Health (PATH) Study is a nationally representative study of the US population on tobacco use and its effects on health, with four waves of data collection between 2013 and 2017. Prior work described the methods of the first three waves. In this paper, we describe the methods of Wave 4, during which a replenishment sample was added to the ongoing cohort. We describe the design and estimation methods of the …
National longitudinal tobacco product discontinuation rates among US youth from the Path Study: 2013–2019 (Waves 1–5)
Findings show decreasing rates of discontinuing ENDS use among youth in the USA alongside the changing ENDS marketplace and increasing rates of discontinuing cigarette smoking and smokeless tobacco use. Findings will serve as benchmarks against which future tobacco product discontinuation rates can be compared with evaluating impacts of subsequent tobacco regulatory policies, ENDS product development and public education campaigns
Tobacco purchasing in Australia during regular tax increases: Findings from the International Tobacco Control Policy Evaluation Project
RYO, large-sized packs and products with a low upfront cost (eg, small RYO pouches and small-sized economy brand packs) may appeal to people on low incomes. Australia's diverse tobacco pack and pouch sizes allow the tobacco industry to influence tobacco purchases. Standardising pack and pouch sizes may reduce some price-related marketing and especially benefit people who have a low income, are highly addicted and have no quit intention
Minimum legal age laws and perceived access to cigarettes, e-cigarettes, and other substances among youth in Canada, England, and the United States: 2017-2021
Use of Inhaled Nicotine and Cannabis Products among Adults Who Vape Both Substances
Background Co-occurring use (co-use) of nicotine and cannabis is common, and represents a broad range of use behaviors, including concurrent use, sequential use, and co-administration. Co-use has primarily been examined through the lens of smoked tobacco and cannabis. Little is known about those who co-use vaped nicotine and cannabis, and the degree to which specific co-use behaviors are associated, based on mode of use and/or substance. Methods W…
Do post‐quitting experiences predict smoking relapse among former smokers in Australia and the United Kingdom? Findings from the International Tobacco Control Surveys
Electronic Nicotine Delivery System (ENDS) Device Types and Flavors Used by Youth in the Path Study, 2016–2019
The evolving electronic nicotine delivery system (ENDS) marketplace and recent regulatory actions may influence youth ENDS device preferences. Using data from Waves (W) 4, 4.5, and 5 (2016-2019) of the nationally representative Population Assessment of Tobacco and Health (PATH) Study, this study estimated the prevalence of open and closed system primary ENDS use by youth (12-17 years) current (past 30-day) ENDS users, and compared demographics, t…
Cardiovascular Outcomes among Combustible-Tobacco and Electronic Nicotine Delivery System (ENDS) Users in Waves 1 through 5 of the Population Assessment of Tobacco and Health (Path) Study, 2013–2019
This study found no difference in CVD incidence by tobacco status over three 3 year intervals, even for tobacco quitters. It is possible that additional waves of PATH Study data, combined with information from other large longitudinal cohorts with careful tracking of ENDS use patterns may help to further clarify this relationship
Electronic nicotine delivery systems (ENDS) flavours and devices used by adults before and after the 2020 US FDA ENDS enforcement priority: Findings from the 2018 and 2020 US ITC Smoking and Vaping Su…
Between 2018 and the early phase of the FDA's 2020 enforcement priority, prevalence of menthol/mint and fruit/other-flavoured cartridges increased among adults. Half of vapers using cartridge flavours covered in the enforcement switched to other flavours and/or devices that were exempt, with the exception of disposables. The extent to which more comprehensive restrictions may be problematic for adults who prefer a range of ENDS flavours remains u…
Impact of Canada’s menthol cigarette ban on quitting among menthol smokers: Pooled analysis of pre–post evaluation from the ITC Project and the Ontario Menthol Ban Study and projections of impact in t…
This pooled analysis of Canada's menthol cigarette ban provides the foundation for estimating the impact of menthol bans in the USA and other countries. Projections suggest that a US menthol cigarette ban would have a substantial impact on increasing quitting
Impact of the European Union’s menthol cigarette ban on smoking cessation outcomes: Longitudinal findings from the 2020–2021 ITC Netherlands Surveys
The EU menthol ban was effective in reducing menthol use and in increasing quit attempts and quitting among pre-ban menthol smokers. Impact could be maximised by closing gaps that allow post-ban menthol cigarette use
National longitudinal tobacco product cessation rates among US adults from the Path Study: 2013–2019 (Waves 1–5)
Findings show that tobacco product cessation rates have been changing in recent years in the USA alongside the changing tobacco product marketplace and regulatory environment, though rates of discontinuing cigarette smoking remain relatively low. Findings can serve as a benchmark against which future cessation rates can be compared to evaluate the impacts of future tobacco regulatory policies
E-cigarette and tobacco product use among NYS youth before and after a state-wide vaping flavour restriction policy, 2020–2021
Nearly all NYS youth continued to vape flavours that were restricted in NYS. While youth past 30-day vaping prevalence decreased significantly from 2020 to 2021, increased flavour restriction compliance could result in an even greater decrease. Continuous monitoring is important to better understand perceptions, use patterns and access at the individual level, retail level and population level to inform future enforcement and restrictions
Validation of an Index for Functionally Important Respiratory Symptoms among Adults in the Nationally Representative Population Assessment of Tobacco and Health Study, 2014–2016
The purpose of this study is to validate the seven-item wheezing module from the International Study of Asthma and Allergies in Children (ISAAC) in the nationally representative Population Assessment of Tobacco and Health Study. Adult participants with complete Wave 2-3 data were selected, including those with asthma but excluding those with COPD and other respiratory diseases ( n = 16,295). We created a nine-point respiratory symptom index from …
Tobacco Outlet Density and Demographics in Erie County, New York
Economic literature shows that smokers are responsive to the price of cigarettes and that African American and lower-income smokers are particularly price sensitive.1–4 Tobacco control policies that effectively restrict access and use of cigarettes will raise the cost of the cigarettes themselves as a result of increased costs in obtaining and using cigarettes. For example, zoning restrictions on the number of tobacco outlets in a given area will…
Declines in Hospital Admissions for Acute Myocardial Infarction in New York State After Implementation of a Comprehensive Smoking Ban
Objectives. Reductions in exposure to environmental tobacco smoke have been shown to attenuate the risk of cardiovascular disease. We examined whether the 2003 implementation of a comprehensive smoking ban in New York State was associated with reduced hospital admissions for acute myocardial infarction and stroke, beyond the effect of moderate, local and statewide smoking restrictions, and independent of secular trends. Methods. We analyzed trend…
A Longitudinal Assessment of the Impact of Smoke-Free Worksite Policies on Tobacco Use
Objectives. In this cohort study, we assessed the impact of smoke-free work-site policies on smoking cessation behaviors. Methods. Smokers were tracked as part of the Community Intervention Trial for Smoking Cessation. Telephone surveys were administered to 1967 employed smokers in 1993 and 2001. Data were gathered on personal and demographic characteristics, tobacco use behaviors, and restrictiveness of worksite smoking policies. Results. People…
Early Evidence on the Effectiveness of Clean Indoor Air Legislation in New York State
In July 2003, New York State implemented the Clean Indoor Air Act (CIAA) to reduce exposure to environmental tobacco smoke (ETS). In this cross-sectional study, workers (n=168) completed an interview assessing ETS exposure and provided urine for cotinine analysis. Hospitality workers recruited after implementation of the CIAA had significant reductions in ETS exposure and urine cotinine, compared with those recruited before implementation. The Ne…
Effects of Smoke-Free Laws on Alcohol-Related Car Crashes in California and New York: Time Series Analyses From 1982 to 2008
We examined effects of New York and California’s statewide smoke-free restaurant and bar polices on alcohol-related car crash fatalities. We used an interrupted time-series design from 1982 to 2008, with 312 monthly observations, to examine the effect of each state’s law on single-vehicle-nighttime crashes and crashes involving a driver with a blood alcohol concentration of 0.08 grams per deciliter or greater. Implementation of New York and Calif…
Attitudes, Experiences, and Acceptance of Smoke-Free Policies Among US Multiunit Housing Residents
We assessed factors related to smoke-free policies among a cross-sectional, nationally representative, random-digit-dial sample (landline and cell phone) of US multiunit housing residents (n = 418). Overall, 29% reported living in smoke-free buildings, while 79% reported voluntary smoke-free home rules. Among those with smoke-free home rules, 44% reported secondhand smoke incursions in their unit. Among all respondents, 56% supported smoke-free b…
Access to Low-Taxed Cigarettes Deters Smoking Cessation Attempts
We examined whether smokers who purchased low-taxed cigarettes from American Indian reservations had lower quit attempt and cessation rates than did smokers who purchased cigarettes from full-price outlets. Smokers who bought cigarettes from American Indian reservations were half as likely to make a quit attempt and had a nonsignificant trend toward lower cessation rates (20% vs 10%) compared with those who bought full-priced cigarettes. Interven…
Evaluation of an enforcement program to reduce tobacco sales to minors
OBJECTIVES: This study evaluated an active enforcement program to increase retailers' compliance with the law prohibiting tobacco sales to minors. METHODS: Tobacco sales to minors were monitored in 319 outlets in 6 pairs of communities in Erie County, New York. One community in each pair was randomly assigned to an enforcement intervention. RESULTS: Retailers' compliance with the law increased from 35% in 1994 to 73% in 1995. However, the change …
Demographics and Tobacco Outlet Density
In our recent report associating community demographics and tobacco outlet density in Erie County, New York,1 we stated that no other studies had been performed examining this topic. After our original submission date, work was published by Laws et al,2 who found that the percentage of all businesses that sold tobacco in 10 Massachusetts neighborhoods was strongly inversely correlated with the average per capita income of those neighborhoods and …
Price, public policy and smoking in young people
Policies limiting access to tobacco by young people, increasing education about the effects of tobacco use, and a sharp and sustained increase in real cigarette excise taxes are likely to be most successful in accomplishing the US Food and Drug Administration's goal of cutting the smoking prevalence of adolescents in half over the next seven years
Relationship on worksite smoking policy on changes in employee tobacco use: Findings from Commit
These data, from one of the largest and longest smoking cessation studies to date, add support to the conclusion that smoke-free worksite policies help employees to reduce or discontinue use of tobacco
Comparisons of recent trends in adolescent and adult cigarette smoking behaviour and brand preferences
Smoking prevalence rates have increased among teenagers, but have dropped among adults in the same communities. Among adolescents who smoke, and buy their own cigarettes, the three most heavily advertised brands--Marlboro, Camel, and Newport--have a substantially higher market concentration than among adult smokers
Discrepancies in cigarette brand sales and adult market share: Are new teen smokers filling the gap
Most smokers are brand loyal. Price seems to be an important factor motivating brand switching among adult smokers. It appears that recruitment of new customers among the ranks of non-smokers is necessary for premium cigarette brands such as Marlboro and Camel to maintain sales comparable to previous years
Use of the nicotine skin patch by smokers in 20 communities in the United States, 1992-1993
The nicotine skin patch is a popular and effective means of smoking cessation. Use of the nicotine patch, especially by low-income smokers, could be increased by reducing the out-of-pocket expenditure required for smokers to get the product
Predictors of smoking cessation in a cohort of adult smokers followed for five years
Despite the fact that most smokers expressed a strong desire to stop smoking in 1988, the majority, especially the most dependent heavy smokers (>25 cigarettes/day), struggled unsuccessfully to achieve this goal
Use of discount cigarettes by smokers in 20 communities in the United States, 1988-1993
The availability of discount/generic cigarettes has made smoking more affordable, which most likely has helped the cigarette industry retain customers sensitive to price, who might have otherwise reduced consumption or stop smoking altogether
Prevalence of cigar use in 22 North American communities: 1989 And 1993
OBJECTIVES: This study examined the prevalence rate of and characteristics associated with cigar use. METHODS: Data were derived from population-based telephone surveys of adults conducted in 22 North American communities in 1989 and 1993 as part of the National Cancer Institute's Community Intervention Trial for Smoking Cessation. RESULTS: Averaged across the 22 communities, the prevalence rate of regular cigar use increased 133% from 1989 to 19…

Tobacco Institute lobbying at the state and local levels of government in the 1990s
The findings from this study support the hypothesis that in the 1990s tobacco control activities such as raising cigarette excise taxes and participation in ASSIST attracted TI resources to undermine these efforts
Mentholated cigarettes and smoking cessation: Findings from Commit
Future work is needed to clarify the physiological and sociocultural mechanisms involved in mentholated cigarette smoking
Failed promises of the cigarette industry and its effect on consumer misperceptions about the health risks of smoking: Table 1
It is clear that the cigarette companies failed to fulfill the promises made to consumers in the 1954 "Frank Statement" advertisement. The failure of cigarette manufacturers to honour these promises has resulted in a public that even today remains misinformed about the health risks of smoking

Changes in hospitality workers’ exposure to secondhand smoke following the implementation of New York’s smoke-free law
New York's smoke-free law had its intended effect of protecting hospitality workers from exposure to secondhand smoke within three months of implementation. One year after implementation, the results suggest continued compliance with the law
Higher cigarette prices influence cigarette purchase patterns
Data from this study indicate that most smokers are price sensitive and seek out measures to purchase less expensive cigarettes, which may decrease future cessation efforts
Access to Low-Taxed Cigarettes Deters Smoking Cessation Attempts

Support for and reported compliance with smoke-free restaurants and bars by smokers in four countries: Findings from the International Tobacco Control (ITC) Four Country Survey
Among current cigarette smokers, support for smoking bans was associated with living in a place where the law prohibits smoking. Smokers adjust and both accept and comply with smoke-free laws. Associates of support and compliance are remarkably similar across countries given the notably different levels of smoke-free policies
Cigarette purchase patterns in four countries and the relationship with cessation: Findings from the International Tobacco Control (ITC) Four Country Survey
Data from this study indicate that there are lower levels of making a quit attempt among purchasers of low/untaxed cigarettes compared to purchasers of full-priced cigarettes. The availability of low/untaxed cigarettes may mitigate the influence of increases in cigarette prices
Individual-level predictors of cessation behaviours among participants in the International Tobacco Control (ITC) Four Country Survey
Intention to quit and other cognitive variables were associated with quit attempts, but not cessation. Behavioural variables related to task difficulty, including measures of dependence, predicted both making attempts and their success. Predictors of making quit attempts and cessation were similar for each of the four countries, but there were some differences in predictors of success
Happy Birthday Marlboro: The cigarette whose taste outlasts its customers: Table 1
Marlboro is 50 years old--and still killing its customers
Determinants and consequences of smoke-free homes: Findings from the International Tobacco Control (ITC) Four Country Survey
Smoke-free public places seem to stimulate adoption of smoke-free homes, a strategy associated with both increased frequency of quit attempts, and of the success of those attempts
Reductions in tobacco smoke pollution and increases in support for smoke-free public places following the implementation of comprehensive smoke-free workplace legislation in the Republic of Ireland: F…
The Ireland smoke-free law stands as a positive example of how a population-level policy intervention can achieve its public health goals while achieving a high level of acceptance among smokers. These findings support initiatives in many countries toward implementing smoke-free legislation, particularly those who have ratified the Framework Convention on Tobacco Control, which calls for legislation to reduce tobacco smoke pollution
Smokers’ reactions to reduced ignition propensity cigarettes
A significant minority of smokers in NY reported noticing changes in the performance of their cigarettes following the RIP law, as would be expected. However, the RIP law appears to have had no impact on the smoking habits of New Yorkers, countering arguments made by cigarette manufacturers that the law would impact consumer acceptability
