An Assessment of Evaluation Designs
This article provides a critical review of the quality of 12 recent large federal program evaluations. The review focused on elements of the evaluation design, inclusion of evaluation expertise among those who have oversight of the evaluation, and evaluation dissemination. Overall, the process analyses from these evaluations provide good models for how to assess implementation and provide feedback to grantees. However, other features of these eva…
Deregionalization of Neonatal Intensive Care in Urban Areas
Objectives. This report describes the extent of deregionalization of neonatal intensive care in urban areas of the United States in the 1980s and 1990s and the factors associated with it. Methods. We conducted a 15-year retrospective analysis of secondary data from US metropolitan statistical areas. Primary outcome measures are number of neonatal intensive care unit (NICU) beds, number of NICU hospitals, and number of small NICUs. Results. Growth…

This paper suggests that there may be international differences in reporting of very-low-birthweight infants and perinatal deaths and that such reporting differences bias comparisons of national perinatal and infant mortality rates. The Argument for HIV-Antibody Testing in Chemical Dependence Treatment Programs
Controversy surrounds the issue of human immunodeficiency virus (HIV) antibody testing in chemically dependent patients. However, HIV testing can be clinically and therapeutically useful in chemical dependence treatment programs. A study of reported therapeutic abortions in North Carolina
Legislation in 1967 allowed abortions in North Carolina for reasons of mental or physical danger to the mother or child or in cases of rape. In 1971 the statute was changed to require 2 rather than 3 physicians in agreement, to reduce residency requirements from 4 months to 30 days, and mandatory reporting of all abortions. This paper analyzes differences between Catholic and non-Catholic young people in attitudes toward family formation. A sample of 941 students in junior high schools, high schools, and colleges in the Washington, D. C. area responded to a self-administered questionnaire in 1971.
