  • Would Congestion Pricing Harm the Poor? Do Free Roads Help the Poor

Open Access•Michael Manville, Emily O Goldman et al.•ARTICLE•Journal of Planning Education and…•2017•Cited by: 3•References: 5

Congestion pricing could reduce urban congestion, but might disproportionately benefit the affluent and burden the poor. We show that this common concern also applies to free roads. Free urban highways primarily subsidize richer people, and the resulting congestion creates pollution that disproportionately burdens poorer people. Furthermore, the poor drivers burdened by peak-hour road pricing would be a small minority of total peak-hour drivers a…

Open Access•Emily O Goldman, Emily Goldman•BOOK•Power In Uncertain Times Strategy…•2010

The United States faces a complex and rapidly shifting international security landscape. Matt Bishop, Emily O Goldman et al.•ARTICLE•Arms Control•2003•Cited by: 2

What makes warfare in the information age a departure from the past is that information as warfare has become as important as information in warfare. Information is no longer just a means to boost the effectiveness of lethal technologies, but opens up the possibility of non-lethal attacks that can incapacitate, defeat, deter or coerce an adversary. The information age has also expanded the domains of IW – on the battlefield, in the marketplace, a…

  • New threats, new identities and new ways of war

Emily O Goldman, Emily Goldman•ARTICLE•Journal of Strategic Studies•2001

Incremental adaptations in national security doctrines are part of the normal course of events, but rarely do states dramatically alter their national security doctrines or adopt a new national security identity. Dramatic discontinuities in the strategic, technological, and domestic environments, such as those ushered in by the end of the Cold War and the onset of the information age, can alter the foundations of long-standing national security d…
