  • Funding Gaza Under Hamas

    Open Access•Tamer Qarmout•ARTICLE•Middle East Critique•2026

Drawing on theories of international mediation and theories of change, this article argues that international donors have played a central role in deepening and entrenching the Palestinian split between Fatah and Hamas between 2007 and 2023. Donor aid policies often reinforced parallel governance structures, deepened institutional fragmentation, and narrowed the space for Palestinian political unity. By channeling support through the Fatah-led Pa…

  • Predictable in Their Failure

    Open Access•Tamer Qarmout•ARTICLE•International Peacekeeping•2024•Cited by: 1•References: 9

This paper asks why mediation efforts between Fatah and Hamas have failed. The analysis of in-depth interviews with Palestinian stakeholders, guided by relevant theoretical frameworks, indicates that: first, Israel and its allies act as systemic contextual barriers to ending the Palestinian split. Second, serious obstacles to reconciliation exist because the split has lasted for nearly 16 years. Third, mediator characteristics did not affect the …

  • An analysis of Sudan’s energy sector and its renewable energy potential in a comparative African perspective

    Open Access•Monged Abdalla, Tamer Qarmout•ARTICLE•International Journal of…•2023

The UN’s Sustainable Development Goals (SDGs) emphasize the importance of using reliable and clean energy at a reasonable cost (SDG 7). This article investigates Sudan’s renewable energy policies and the country’s potential to maximize renewable energy production. It argues that Sudan has great potential to secure a sustainable energy supply by switching to solar, wind, and geothermal resources. The central assumption is that Sudan’s diverse sour…

  • What is behind the Palestinian split and what makes it difficult to end? A historical institutional analysis from a settler colonial lens

    Open Access•Tamer Qarmout•ARTICLE•Third World Quarterly•2023•Cited by: 1•References: 26

The persistence of the Palestinian split is often blamed on a lack of political will and the prioritisation of personal over national interests. However, political actors do not make decisions in a vacuum; their choices are shaped and constrained by the institutions to which they belong. Guided by relevant conceptual frameworks, I employ qualitative in-depth interviews to examine different perspectives on the root causes of the split and why it p…

  • The Politics of International Aid to the Gaza Strip

    Tamer Qarmout, D S Bland et al.•ARTICLE•Journal of Palestine Studies•2012•Cited by: 9

International aid to the Palestinian Authority is conditioned in part on democratization and good governance. However, since Hamas's victory in the 2006 Palestinian Legislative Council elections and its takeover of the Gaza Strip, aid agencies have supported the international boycott of the Hamas government. This article argues that aid agencies, by operating in Gaza while boycotting its government, subvert their mandates and serve the political …
