Politics and algorithmic articulation of law
Understanding how law is articulated by computer means becomes crucial amid the widespread use of algorithmic decision-making systems (ADMs) in public policies. Based on a case study of the profiling algorithm deployed in labour market policies in Poland, this article contributes to the debate on computer representation of law. Using unique data concerning ADMs and their development, we address the following questions: How is the law articulated …
How context matters
This article examines the capacity of frontline staff to oversee automated decision-making (ADM) systems, which are increasingly used in digital welfare states to make life-altering decisions. While prior research had focused on cognitive limitations that lead to human over-reliance on ADM, the role of contextual factors that also shape caseworkers’ supervisory activities has neither been conceptualised, nor systematically investigated. To addres…
Crosscurrents
In this crosscurrent contribution, we approach the notion of welfare through the lens of the data welfare state. We, further, suggest that datafied welfare can be fruitfully studied with the capabilities approach to better understand how ideas and values of data welfare intersect with and may allow for the ‘good’ life and human flourishing. The main aim is to highlight the deep-seated changes of the welfare state that emerge with the delegation o…
When a Human Says “No” to a Computer
European Classification Project
This article examines the categorization of social space in five European countries, Germany, Belgium, Spain, France and Poland. It draws on analysis of reactions to the European Socio-economic Classification (ESeC) prototype designed by social science researchers for Eurostat. Looking beyond the logic underpinning the prototype, our work investigates how “ordinary” people understand the structuring of social space in different national contexts.…
Teoria praktyki i praktyka teorii. Wstęp do socjologii Pierre`a Bourdieu
Activation of the unemployed in Poland
Purpose The purpose of this paper is to examine how recent changes in labour market policy in Poland, such as the activation shift, formal incentives for policies integration and inclusion of private and civil society actors in the policy‐making process, are actually put into practice on the local level. By applying Amartya Sen's capability approach, decisive factors in the process of implementation, the role of normative assumptions in the asses…
