The dissemination and utilization of welfare-to-work experiments in state policymaking
This paper reports the results of a telephone survey of state-level officials as to the influence of evaluations of three state welfare innovations: California's GAIN, New York's CAP, and Florida's Project Independence. The three experiments were known to those interviewed, yet they did not have dramatic, decisive effects on policymaking. However, GAIN and CAP appear to have influenced policymaking in less dramatic and more subtle respects. Much …
Research Utilization in Policymaking

Simulation Models and the Study of Information Utilization in Public-Sector Decision Making
Progress in understanding the utilization of policy information in decision making can be accelerated by reliance on a variety of research approaches. One research approach that has not been widely employed to date in studies of information utilization is simulation modeling. In this article simulation modeling and its potential contributions to the study of the utilization of policy information in decision making are explored, along with the rel…
The Consequences of Improving Dissemination in Garbage-Can Decision Processes
Although overlooked to date, computer simulation represents a potentially fruitful research approach for contributing to our understanding of the effectiveness of strategies for increasing the use of policy analysis. In this article an initial step is taken toward tapping this potential. Specifically, the "garbage-can" model of decision making developed by Cohen, March, and Olsen (1972) is modified so that it reflects a possible contribution of p…
Using Linear Trend Models to Analyze Policy Impact
Policy researchers have become increasingly familiar with a number of improved techniques for analyzing data obtained from interrupted time‐series designs for evaluating public programs and policies. In this paper we contribute to this trend by presenting two groups of data analysis techniques which are not currently widely used by policy researchers, but are likely to be valuable adjuncts to traditional regression techniques for analyzing data o…
Approaches to the Study of Information Utilization in Public Agencies
Unfortunately, although increasing in quantity, research concerning the use of analytically-based information (ABI) in public sector organizations has not greatly enriched our knowledge of the use of ABI. In this article, we consider some prominent methodological problems involved in such studies that we believe have greatly inhibited progress in developing powerful knowledge concerning the use of ABI. In addition, some suggestions for avoiding t…
The Design and Selection of Evaluation Studies
User involvement in the design and selection of evaluation studies is a widely advocated strategy for increasing their use. In this paper a particular structure (the "user-oriented framework") for guiding such involvement is described . In addition, some tentative propositions are offered concerning the viability of this framework (and, more generally, user involvement in study design and selection). Finally, other strategies are identified that …
Making Planning More Responsive to its Users
Increasing the ability of planning to foster desired, real world events requires planners to consider explicitly the broad range of possible uses and users of their products and to adapt these products and the associated planning process to meet the needs of different users more directly. Metaplanning, a structured process for constructing both responsive as well as ethically sound approaches to planning, is described as an approach for accomplis…
