Global Climate Change and the Futility of the Kyoto Process
This article assesses continuing international efforts to establish an international regime to limit global climate change based on the Kyoto Protocol of 1997. It is highly unlikely that enough states will ratify the protocol for it to enter into force. Even if it does come into force, few of the developed countries are positioned to comply with their commitments to reduce or limit emissions of greenhouse gases by the target years 2008 to 2012. F…
The Endangered Atmosphere
With the Earth's atmosphere increasingly being used as a convenient sink for myriad pollutants, humanity faces the daunting problem of conserving a vital resource which, like the oceans, outer space and Antarctica, defies geographical boundary. In The Endangered Atmosphere, Marvin S. Soroos considers how this resource is being altered and degraded by a rapidly growing and industrializing human population and what is being done to preserve its ess…
Global Change, Environmental Security, and the Prisoner's Dilemma
Environmental problems, including the recent concern with the `global change' problematique, now occupy a prominent position on international agendas and are recognized as a legitimate concern of peace research. Numerous scholars, policy-makers, and activists have proposed broadening use of the concept security beyond its traditional geopolitical and military focus to take into account environmental threats that seriously jeopardize human well-be…

The Evolution of Global Regulation of Atmospheric Pollution
A Theoretical Framework for Global Policy Studies
This paper illustrates the applicability of the theoretical perspective of policy studies to the enterprise of global problem-solving by addressing three questions. First, what types of policy problems exist that are of global concern? Second, how are public policies made at the global level? In responding to this question, specific attention is given to the stages in global policy processes, the arenas in which they take place, and the participa…
The Challenge of Global Policy
Striking changes are taking place in the tenor of world politics. Less than a decade ago there was a reintensifying of Cold War antagonisms in the aftermath of the Soviet occupation of Afghanistan and the Reagan Administration's contentious rhetoric and ambitious military buildup. Few could imagine then that a cascade of economic and political upheavals and reforms in the socialist countries, accompanied by a markedly more accommodating Soviet fo…
Global Policy Studies and Peace Research
This introductory article notes several parallels in the mission and historical evolution of the fields of contemporary policy studies and peace research, as well as some of the basic differences in the two fields. The field of policy studies, which analyzes the potential contributions of governmental action to collective well-being, encompasses a variety of approaches, including positivism, social engineering, incrementalism, and rationalism. A …

Global Interdependence and the Responsibilities of States
In view of the multiple and complex ways that states are dependent upon one another, it is imperative that governments work together responsibly to address problems that transcend national boundaries. Japan is examined as a case study not only because it is a prototype of a modern interdependent state, but also because the Japanese are actively reassessing their role in world politics in view of their country's emergence as an economic superpower…

The commons In the sky
Radio waves, which are used to transmit information electronically, are a portion of the larger spectrum of electromagnetic waves. They are used for purposes as diverse as telephone, AM and FM radio, UHF and VHF television, air and marine navigation, radar, radio astronomy, meteorology, data transmission, and electronic mail. Some uses of the spectrum entail transmitting or receiving information via satellites orbiting the planet. In order to com…
Trends in the perception of ecological problems in the United Nations general debates
The Commons and Lifeboat as Guides for International Ecological Policy
Biologist Garrett Hardin is well known for his writings on the social dimensions of environmental problems. His widely read essay on “the tragedy of the commons” has become a reference point for formulating and evaluating environmental policies. More recently his advocacy of “lifeboat ethics,” which concludes that food assistance should be denied less-developed countries in the interest of limiting population, has evoked considerable controversy.…
