Parliamentary procedures and democratization in Italy during the Liberal Age (1861–1922)
This article revolves around two focal subjects: parliamentary procedures and democratization. On the one hand it explores the use of the term ‘democratization’ in the Italian parliamentary debate during the Liberal Age (1861–1922). Magistrates in the Italian Parliament
This article examines the presence and the role of the magistrates who sat in both chambers of the Italian Parliament during the Liberal Age starting from the period before the unification, and in particular from the granting of the constitution in 1848 by Carlo Alberto, king of Sardinia. Francesco Soddu examines the composition and the procedure of the two Italian chambers during the period of the so-called Destra storica (the Historical Right) (1861–76). The Italian Parliament was composed of an elective chamber, whose members were elected by a narrow electorate, and an upper chamber, whose members were appointed by the king for life. This different origin had consequences for their procedure and also for the growing pre-eminenc…
The Italian Senate in the era of Giolitti and the House of Lords
In this article, Francesco Soddu analyzes the role of the first chamber of the Italian parliament, the Senato, in the era of Giolitti's political dominance. The Senato was a nominated chamber, with members appointed from a prescribed list of categories by the king, and who held office for life. Its position in the constitution had been laid down in the Albertine statute of 1848. The author analyses the composition and working practices of the Sen…
