Commentary on “Playing the Wrong Part
The evolution of the federal budget process
The federal budget process is a compilation of many rules and procedures, enacted primarily over the past century. Initially neutral as to budget outcome, that process, by the mid-1980s, had evolved to emphasize reducing the deficit. And the budget enforcement procedures put in place to control deficits, combined with robust economic growth, helped to produce historic budget surpluses by the end of 1990s. But in 2001, the economy slowed significa…
Teacher Survival Rates in St. Louis, 1969–1982
The paper reports teacher survival rates in the St. Louis metropolitan area and updates a similar 1978 study by the authors. High dropout rates continue to exist in the beginning years of teaching for each entering cohort. Survival rates appear to have peaked for cohorts entering in the early 1970s, with survival rates declining substantially for subsequent cohorts. Beginning with the cohort entering in 1975, females begin to have higher survival…

Teacher Survival Rates—A Current Look
Data are examined for the period 1968 to 1976 to provide a current look at public school teacher survival rates, and to update Charters’ findings reported in 1970. Results indicate that the downward sloping survival curve that Charters found still exists, although the curve has shifted up steadily through time. For example, of the cohort of new entrants to teaching in the St. Louis area in 1968, only 64.7% lasted beyond 1 year. Further, the survi…

School Bureaucratization and Alienation from High School
Reactions to a Study of Bureaucracy and Alienation
This is a critique of the article “Bureaucracy and Alienation: A Dimensional Approach,” which appeared in the March 1970 issue of Social Forces. An attempt is made to show that the nonsignificant findings of the study are largely due to inadequacies of research design, instrumentation, theoretical direction, and methods of statistical analysis. An alternate mode of data analysis is suggested for the Bonjean-Grimes data as a guide to other researc…
Two Kinds of Set in Problem Solving
A number of findings suggest that there are important differences between functional fixedness (FF) and Einstellung (E), though the significance of these findings seems to have gone unrecognized. The results of the present study suggest that FF and E (a) display different forgetting curves ( p < .001) and (b) respond differently to distribution of practice ( p < .05). Interpretations of the results are discussed
