Are There Realistic Possibilities for a Higher “Batting” Average? On Improving Residential Energy Efficiency in Canada
The main use of energy in the residential sector in Canada is for space heating. Reductions in residential energy use, therefore, are likely to be achieved primarily through energy-saving retrofits, such as improved insulation. Reasons advanced to explain the foot-dragging of the residential sector in this regard are examined here, along with various policy options. Canadian survey data from 2003 are used to examine and compare the most energy-in…
Discourse Structure and Cartesian Scepticism
I provide a new account of the nature of Cartesian scepticism, in which I show that if we draw on the notion of discourse structure we can show exactly how Cartesian scepticism is induced and that it is, in principle, impossible to dispel. The account proceeds by showing that, given the nature of discourse structure, there is no absolute distinction between what we normally think of as factual discourse—as discourse about “the actual world” - and…
Flexible and Semiflexible Consumer Demands with Quadratic Engel Curves
In this paper, we introduce three flexible consumer demand systems in which expenditures on goods are quadratic functions of income. We view these alternatives as to the demand systems used heretofore in the empirical modeling of rank-three demands, namely those in which expenditure shares are quadratic functions of the logarithm of income. Curvature conditions required by theory can be imposed locally during the estimation for each, and a semifl…
A Simple Method for Imposing Local Curvature in Some Flexible Consumer-Demand Systems
We introduce a procedure for imposing curvature conditions locally in a class of flexible demand systems. Aside from the simplicity of the procedure, a major advantage is that flexibility is maintained. We illustrate the technique by estimating three flexible demand systems—the normalized quadratic, the almost ideal, and the linear translog—using highly aggregated Canadian data for the period 1947 through 1993. When curvature is not imposed, thes…
Government Policy and Access to Natural Gas Service in Canada
Following the world oil price shock of the early 1970s, departments and agencies of the governments of Canada and of a number of provinces spent in excess of $1 billion on programs aimed at encouraging natural gas utilities to expand their distribution systems. We describe these programs and the associated public expenditures in each province, and examine their effects on the construction activities of utilities. Using an annual series on access …
Judging the Roles of Legislation, Education and Offsetting Behaviour in Seat Belt Use
A recent court decision in Alberta overturned provincial legislation making seat belt use mandatory. Arguments supporting this decision included the possibility that the life-saving benefits of increased seat belt use might be offset by other changes in driving behaviour, as well as the potential for the same safety improvements to be achieved through a less intrusive means such as public education. A higher court subsequently reinstated the seat…
