Indian Ocean region: The evolving context and rising significance of the African littoral
The African littoral of the Indian Ocean is a significant part of the Indian Ocean region. In the context of the IOR–ARC, focus is given to the African littoral of the Indian Ocean Rim, which consists of 10 states plus three French island territories. However, an African Indian Ocean extended area of 24 states plus the French islands can be identified as part of the broader Indian Ocean region, to which we refer as the African Indian Ocean littor…
Two faces of France: ‘France of the Indian Ocean’/‘France in the Indian Ocean’

On the one hand, France exercises sovereignty over several small island entities and consequently claims a vast economic exclusive zone and some extended continental shelf in the Southwest and Southern Indian Ocean. Neglected no longer: The Indian Ocean at the forefront of world geopolitics and global geostrategy
Since the end of the 1960s and the 1970s, the Indian Ocean and its bordering states have been of growing significance in world geopolitics and global geostrategy. It is a region of great diversity and contrasts in terms of politics, population, economy and environment, as well as being a complex geopolitical framework where foreign powers and local states' interests deeply intermingle. Since the end of the Cold War, the region has been in a perio…
Geographic Information Systems as Media and Society: Does GIS Wear a White or Black Stetson
There has been much debate over the last 10 to 15 years focused on whether GIS are objective neutral tools or serve as agents of corporate or state interests. Despite the arguments, there has been no clear and decisive outcome, leading some scholars to seek different ways of contextualizing GIS development, use, and research; Daniel Sui and Michael Goodchild are two such scholars. They claim that GIS are media and that, therefore, investigations …
Compactness and Electoral Boundary Adjustment: An Assessment of Alternative Measures
Spatial compactness has been proposed as a suitable criterion for assessing whether electoral boundaries reflect partisan interests. Although several different measures of spatial compactness have been developed, only limited efforts have been made to compare and evaluate them in the context of electoral redistricting. This paper assesses alternative spatial compactness measures and applies conceptually appealing measures to the provincial riding…
