Judicialization of urban planning and its consequences for democratic politics: Insights on the Case of Ankara, Türkiye
Urban planning in Türkiye has become increasingly subject to judicial oversight through lawsuits filed by professional chambers, particularly the Chamber of City Planners. This article examines the judicialization of urban planning in Ankara based on the judicial actions of the Chamber —defined as the increasing exposure of planning to judicial assessment and decisions rather than democratic processes—while also tracing how litigation has functio…
Navigating the paradox of consensus: Insights from Amsterdam and Ankara
The critique of consensus within post-political literature has characterised the relationship between consensus and conflict as oppositional. Drawing on an in-depth re-reading of Habermasian theory of communicative action and a comparative inquiry in to the experience of planning practitioners in Amsterdam and Ankara informed by Forester’s critical pragmatism, we propose that the relationship between consensus and conflict is dynamic and mutually…
Cold War Kemalist elites’ reformist Islam: Strategic or genuine
This article presents modernist Islamic interpretations of four Kemalist elites from the Cold War era and argues that their exclusionary attitudes towards certain Islamic groups might have been driven more by their vision of ‘true Islam’ than an utter anti-religious worldview. By contextualizing texts by Bayar, Feyzioğlu, Güventürk and Olcaytu, the article demonstrates that Kemalist elites were not the enemies of Islam as often alleged. The four …

Köklüce Kanyonu ve Kömürlü Deresi Vadisi’nden On Kaya Mezarı
Bu çalışma Gaziantep ilinde sürdürülen “Pleistosen Dönem Yüzey Araştırması”nda, Gaziantep ili Araban ilçesinde yer alan Bozdağ’da tespit edilen iki alandaki kaya mezarlarına odaklanmaktadır. Gaziantep ili, Araban ilçesi, Köklüce Mahallesi sınırlarında tespit edilen Karasu Deresi’nin oluşturduğu Köklüce Kanyonu’nda ve Karasu Deresi’nin mevsimsel bir kolu olan Kömürlü Deresi’nin oluşturduğu vadide farklı tiplerde on adet kaya mezarı tespit edilmişt…
The two-pillared laicism of the Turkish Constitutional Court: From the 1970s to the 1990s
The dominant scholarly view on Turkish political history, namely the 'centre-periphery' approach, has vociferously put forward the judicial and military elites as anchors of an entrenched unitary historical bloc, bequeathed by the Ottoman bureaucratic cadre, which had relentlessly defended a conspicuously definite Kemalist-assertive secularism in the republican period. Diverging from this mainstream historiography, an interrogation of the period …
The fumes of treason darkened the skies of our homeland’: Rebellion and suppression in the Turkish War of Independence
This article examines various rebellions against the nationalist government in Anatolia during the Turkish War of Independence (TWI) (1919–1922), which began as an insurrection against the Ottoman government and the occupation forces of the Entente. As the nationalists began to extend their authority, they met with resistance from different groups in different parts of the country. While some groups sought independent ethno-states, some consisted…

Rationality revisited: Politicisation through planning rationality against the rationality of power
In this article, I readdress the issue of rationality, which has been so far considered in western liberal democracies and in planning theory as procedural, and more recently as post-political in the post-foundational approach, aiming to show how it can gain a substantive and politicising character. I first discuss the problems and limits of the treatment of rational thinking as well as rational consensus-seeking as merely procedural and post-pol…
Deteriorating Proximity between Liberal Peacebuilding and Counterinsurgency: Warlordism and Corruption in Afghanistan
This essay aims at a critical analysis of liberal statebuilding efforts in Afghanistan as a counterinsurgency strategy. It interrogates the consequences of recent statebuilding policies of the counterinsurgency campaign in reproducing and perpetuating, rather than ameliorating, unequal sociopolitical relations in Afghanistan. Since statebuilding is a very broad area to analyze in a single article, this essay focuses on warlordism and corruption a…
Planners’ role in accommodating citizen disagreement: The case of Dutch urban planning
Citizen disagreement on urban policies and planning decisions is both ubiquitous and fundamental to democracy. Post-political debates debunk the ‘consensus approach’, which is grounded in Habermasian communication theory, for circumventing disagreement. This article presents a counter argument. Our analysis of the highly institutionalised and consensus-oriented Dutch planning framework shows that this system does not necessarily prevent effective…
The role of the expert knowledge in politicizing urban planning processes: A case from Istanbul
This article discusses the relationship between the expert knowledge and the prospects of politicizing and democratizing urban planning. The term ‘experts’ refers mainly to urban planners, yet also includes architects, engineers and lawyers, who are specialized in planning. The article begins with a review of the critical literature on communicative planning, agonistic pluralism, agonistic planning and discussions on what needs to be done in plan…
Fragmentation in Urban Movements: The Role of Urban Planning Processes
Urban plans and projects that aim to initiate the redevelopment and gentrification of urban areas create social and ecological pressures on urban environments and thereby stimulate urban movements. These movements have a lifespan, which evolves in interaction with planning authorities under local or central governments and may be marked by institutionalization and co-optation, as well as fragmentation among the people involved in them. Fragmentat…
