  • Water Management on the U.S.-Mexico Border

    F Lara-Valencia, Irasema Coronado et al.•ARTICLE•Journal of Borderlands Studies•2023•Cited by: 1•References: 1

Shortly after being confirmed by the U.S. Senate in 2021, Commissioner Maria Elena Giner called for input into issues of importance to the U.S. Section of the International Boundary and Water Commission (USIBWC). Responding to her call, a group of border scholars committed to producing a white paper entitled “Water Management on the U.S.-Mexico Border: Achieving Water Sustainability and Resilience through Cross-Border Cooperation”. This document …

  • OECD Principles on Water Governance

Aziza Akmouch, James Nickum et al.•BOOK•OECD Principles on Water Governance•2020

The science–policy interface is critical to the design and implementation of water policies. In theory, scientists provide policy makers with robust facts and data that can help guide decision making, and lessons from the political economy of reforms can push scientific boundaries further to trigger further research for wise solutions. While evidence-based policy is obviously desirable, in practice such a connection is not always straightforward.…

  • Water Planning for Growing Southwestern Communities

    Open Access•Sharon B Megdal, Joanna B Nadeau•CHAPTER•Design with the Desert•2016

The Southwest is known for its diversity of topography, ecology, economic activity, and cultures. Communities large and small have been growing rapidly. Population changes reflect the net inflow of people into communities as well as the net growth of the existing population. The relative importance of two components of growth will vary across regions within a state and across states. Drought planning is a critically important component of water p…

  • The Econometrics of Piecewise-Linear Budget Constraints

    Sharon B Megdal•ARTICLE•Journal of Business and Economic…•1987

This article presents a Monte Carlo evaluation of some alternative estimators for a demand model when the budget constraint is piecewise-linear and the budget set is convex. We examine the performance of two maximum likelihood (ML) estimators and an ordinary least squares (OLS) estimator under varying sample sizes and error variances. A simple log-linear demand function, with income and price as the explanatory variables, is specified. Although I…

  • The Flypaper Effect Revisited

    Sharon B Megdal•ARTICLE•The Review of Economics and…•1987

Monte Carlo evidence is presented which supports the conclusion that when a block grants variable in an ordinary least squares (OLS) model is endogenously constructed due to the closed-ended nature of matching aid, estimates of the propensity to spend lump-sum aid are biased upward. The findings suggest that OLS estimates lead to erroneous conclusions regarding the existence of a flypaper effect and support the use of maximum likelihood models in…
