The long-run price elasticity of residential demand for electricity
Connecting to the North American Grid
The island of Newfoundland has an isolated electrical grid. In recent years, its regulated price of electricity has deviated substantially from marginal cost. This has led to economic inefficiency, causing significant welfare costs, higher electricity consumption, and excess reliance on thermal generation. In the next few years, substantial but costly hydroelectric capacity will be constructed, largely displacing reliance on thermal generation. I…

Contributions to International Public Goods and the Notion of Country Size
There is no consistent notion of country size in the literature on the voluntary provision of an international public good. This paper suggests preference-adjusted GNP as a useful index of size. Defining a country's size in that manner, contributing countries are unambiguously larger than free riders. But, interestingly, a larger contributing country does not necessarily contribute more than a smaller one. In the special case when all the contrib…
Cigarette Smoking and the Cost of Hospital and Physician Care
Smoking is widely known to affect health adversely. The consequent cost to the publicly funded Canadian health-care system is a matter of considerable policy interest. We consider two core elements of health care: hospitals and physicians. This study, unlike previous Canadian studies, uses the econometric approach to assess these costs. The availability of the 1995 Newfoundland Adult Health Survey makes that application feasible. That survey cove…
Atlantic Provinces Economic Union
Economic disparity between the Atlantic Provinces and the rest of Canada persists. The possibilities of reduced federal government transfers and Quebec separation further threaten the region. Maritime Union, a proposal that has a long history, has resurfaced in a modern form: economic union of the Atlantic provinces. This paper assesses the potential of further economic integration of the Atlantic provinces for alleviating disparity and insulatin…
