Secrecy, Uncertainty, and Trust
Back-channel negotiations are commonplace in peace negotiations and can serve as crucial mechanisms for reaching agreements. While there has been a moderate increase in scholarship examining back-channel negotiations in the last two decades, none has explored the gendered nature of these spaces. This article analyzes how and why back-channel negotiations are highly gendered processes and why their gendered nature matters for sustainable peace. We…
Rethinking Failure
This article introduces the special forum, “Feminism in the Face of Failure: Peacebuilding in Violent and Illiberal ‘Post-Conflict Settings,'” by exploring feminist responses to the shortcomings of both liberal and illiberal peacebuilding models in fragile post-conflict environments. We introduce the concept of a “peace continuum,” challenging traditional binary approaches to peace and conflict. Our framework highlights how grassroots feminist ac…
Feminist Action at the Negotiation Table
Gender mainstreaming and peacemaking are fundamentally about spurring institutional change. Much of the literature on gendering peace negotiations does not explicitly address the institutional nature of these spheres. Using a feminist institutionalist framework, I analyze the 2010–2016 Colombian peace talks to uncover the endogenic formal and informal ‘rules of the game’ that both enabled and constrained feminist work and the eventual incorporati…
On the Strategic Uses of Women's Rights
This article examines organized opposition to feminist and LGBTI political projects in Colombia. Although there is a large body of literature on feminist movements and a growing literature on LGBTI movements, there is little research on resistance to them. Through an intersectional feminist lens, this study analyzes the "anti-gender" campaign organized against the gender perspective in Colombia's 2016 peace agreement to demonstrate the limitation…
Unpacking “Gender Ideology” and the Global Right’s Antigender Countermovement
In July 2016, during a closed session with Polish bishops, Pope Francis stated, “In Europe, America, Latin America, Africa, and in some countries of Asia, there are genuine forms of ideological colonization taking place. And one of these—I will call it clearly by its name—is [the ideology of] ‘gender.’” Several months later, in the Republic of Georgia, the pope publicly condemned gender discourse as the “great enemy” in a “global war” of ideas. A…
