    In this paper, we focus on a policy trial that was undertaken in a complex and controversial policy field (Indigenous community development), with the avowed objective of learning from experience in the field .     The authors examine the extent to which internal migration in Australia is following the pattern observed in several other developed countries, namely, a flow of population from urban to rural areas. Metropolitan and nonmetropolitan net internal migration rates for 1966-1971 and 1971-1976 are compared at both state and regional levels
