  • Making Good Regulations

    Paul Boothe•ARTICLE•Canadian Public Policy•2013•Cited by: 2•References: 2

This paper looks at the changing nature of regulation making with a special emphasis on the role that economists should play. It focuses specifically on the processes used to develop regulations. It argues that the traditional process for regulation making is breaking down and that the quality of regulation will decline if processes do not adapt to the changing environment. In addition to their traditional work of comparing regulatory instruments…

Eric Hanson - Alberta’s first, and arguably greatest, economist - wrote a number of influential books on federal-provincial relations, education finance, health care finance, and energy economics. In 1949, he took a leave from the University of Alberta, where he was a lecturer, to write his PhD at Clark University in Worchester, Massachusetts. His doctoral thesis was entitled A Financial History of Alberta, 1905-1950 and was found by Paul Boothe …

  • Toward a New Mission Statement for Canadian Fiscal Federalism

Paul Boothe, Harvey Lazar•ARTICLE•Canadian Public Policy•2001

Canada: State of the Federation, 1999-2000 identifies and explains major threads in Canadian fiscal federalism. Set against the cacophony over domineering and arrogant centralization from supporters of Quebec sovereignty/session on the one hand, and fears that excessive decentralization is fuelling an obsessively neo-liberal agenda on the other, these essays replace much of this heat with new light. The authors begin with an examination of recent…

  • Reforming Fiscal Federalism for Global Competition

Rod Dobell, Paul Boothe•ARTICLE•Canadian Public Policy•1997

Despite fairly similar beginnings, the Australian and Canadian federations have evolved quite differently. The goal of this volume is to examine the effects of increasing global competition on fiscal reform

  • A Specification Test for Models Estimated by GLS

Paul Boothe, James G MacKinnon•ARTICLE•The Review of Economics and…•1986

We develop a new specification test which can easily be applied to regression models that have been estimated by generalized least squares. The test is a variant of the F-test. It is derived for the general case, and also, in more detail, for the commonly encountered case of models with AR(1) errors. Two empirical examples are presented, one of them involving a well-known model of exchange rate determination
